The National Assembly discussed the Law on Supervisory Activities of the National Assembly and People's Councils.

Compared with the current law, the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) is reduced from 91 articles to 45 articles.

As planned, this morning, October 24, Member of the National Assembly Standing Committee Duong Thanh Binh presented a Report on explanation, acceptance and revision of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).

Compared to the current law, the draft Law on Supervision of the National Assembly and People's Councils (amended) is streamlined, reduced from 91 articles to 45 articles, with a clearer and more logical structure. The draft law represents a clear shift in legislative thinking: supervision is not just a "post-audit" but a tool to control state power during its operation.

In addition, one of the notable new points of the draft law is the addition of the principle of "ensuring the connection between supervision activities and the improvement of policies and laws and the decision on important issues of the country and localities". This new point institutionalizes the spirit of Resolution 66: supervision must create positive changes in policies and implementation organizations, from limiting obstacles to improving policies and laws, not just pointing out limitations.

The draft law also expands the supervisory power of the National Assembly and supervisory entities. Supervisory effectiveness is quantified through specific criteria, regulating post-supervision monitoring mechanisms, regulations on ensuring human resources for supervisory activities and applying digital technology and digital transformation in supervision.

After the presentation of National Assembly Standing Committee member Duong Thanh Binh, National Assembly deputies will discuss in the hall a number of contents of the draft law with different opinions.
