On October 23, working group No. 5, led by comrade Nguyen Thi My Hang, member of the Standing Committee of the City Party Committee, Head of the Internal Affairs Committee of the Ho Chi Minh City Party Committee, worked with Tan Hung ward and Tan Thuan ward on the results of implementing Plan 249-KH/UBKTTW of the Central Inspection Committee .

Overloaded civil servants
At the meeting, leaders of the two wards raised difficulties in operating the two-level local government model, notably the lack of staff while the workload is large.
In particular, Tan Thuan ward has a population of 148,090 people, 102 party organizations with 2,600 party members, so the tasks are many while the payroll is thin. The ward proposed to adjust the payroll according to Instruction 31 of the Central Organizing Committee on the basis of job positions, taking into account the population size, the number of party members and the characteristics of the area to meet the requirements when implementing the 2-level local government model.

Tan Hung Ward also has a large population, many apartment buildings, educational and medical facilities... The ward's public administrative service center receives more than 200 administrative procedure files every day, causing great pressure on officials and civil servants. The ward proposed to allow the transfer of civil servants for non-professional personnel with capacity, experience, and knowledge of the area to continue serving after May 31, 2026.
Tan Thuan Ward raised the difficulty when the rate of online file processing between the National Public Service Portal (DVC) and the administrative procedure settlement system (TTHC) did not match in data. There is still a situation where the National Public Service Portal shows files that are overdue for processing, but in reality, the TTHC settlement system does not show overdue files. Some files are processed in accordance with regulations but are still considered overdue.
The ward recommends early implementation of data synchronization to accurately reflect the rate of administrative procedure file settlement.
The representative of the Department of Science and Technology responded that Ho Chi Minh City has made recommendations on this issue. In the immediate future, to ensure operations, when situations arise, wards will export data and coordinate with the Ho Chi Minh City Digital Transformation Center to notify the National Public Service Portal management unit for updates. Ho Chi Minh City has granted accounts to wards to export data.
Proposal to socialize the renovation of houses along canals
Reporting to the working group, comrade Nguyen Duc Tri, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tan Hung Ward, said that the ward currently has many dilapidated houses along the canals, which need to be resolutely renovated in the coming time.
“According to the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, the city aims to relocate 50% of the houses on and along canals by the end of 2030, equivalent to about 20,000 houses. In Tan Hung ward alone, there are about 2,000 houses. If relocated quickly, it will contribute a large number to the city,” said comrade Nguyen Duc Tri.

Currently, the People's Committee of Ho Chi Minh City has issued Decision 2988 approving the Project on urban renovation of houses on and along rivers, canals and streams in the period of 2025-2030 under the public investment method. The Ward Party Committee also has a Resolution determining the focus of completing the renovation of the Ong Lon River and Tan River port areas.
However, after the merger, the city's budget still faces many difficulties, while the need to soon complete urban renovation in the ward is urgent. Therefore, Tan Hung Ward proposed that the Ho Chi Minh City People's Committee allow the introduction of investors through the method of calling for socialization and allow investors to coordinate in adjusting the planning in the urban renovation area.

Concluding the meeting, Ms. Nguyen Thi My Hang acknowledged the efforts of the two wards in the process of operating the two-level local government model. Regarding the difficulties in staffing, she suggested that the two localities synthesize the needs and positions that need to be supplemented to report to the city.
Regarding infrastructure, for neighborhoods that do not have headquarters or have to share them, localities need to be proactive and flexible in arranging and relocating them appropriately. At the same time, comprehensively review public land funds and existing headquarters systems, update the current status, legality and usage needs, and proactively include plans for appropriate use, renovation or conversion of functions. The goal is to maximize the use of public assets, avoiding vacancy and waste.

He also requested the two wards to pay attention to the flood prevention project, regularly connect and report to the units in charge of infrastructure, drainage... Particularly for houses on and along canals, Tan Hung ward needs to proactively propose a suitable roadmap and plan so that Ho Chi Minh City has a basis to review and issue unified solutions, ensuring harmony in the goals of urban beautification, social security and sustainable development.
