According to the Steering Committee for Natural Disaster Prevention and Control and Civil Defense of Quang Tri province, in the past 12 hours, the entire province recorded widespread rainfall of 30-95mm, with some places experiencing very heavy rain such as La To Hydropower Plant (115mm), Thai River (104mm), and Bau Dai Lake (108mm).

It is forecasted that from the afternoon of October 23 to 25, the rain will continue, with average rainfall of 70-150mm, and over 300mm in some places, causing the risk of flooding, landslides and flash floods in mountainous areas.
Water levels on Thach Han, Kien Giang, and Nhat Le rivers have risen rapidly, with many points reaching alert levels II-III, warning of the possibility of a new flood in the coming days.

As of 3 p.m. on October 23, the province had 17 landslides and local flooding. Of these, Kim Ngan and Hoan Lao communes were flooded 0.3-1m deep, making it impossible for motor vehicles to move. Another 14 locations were in Ba Long, Dakrong, Ben Quan, Khe Sanh and Nam Dong Ha communes. Some landslides were 30-50cm deep, posing a high risk of traffic insecurity.
Routes DT.571, DT.587, and National Highway 9 have areas flooded 10-30cm; local authorities have put up warning signs and mobilized forces to be on duty 24/7.
The total capacity of irrigation reservoirs managed by Quang Tri Irrigation Works Management and Exploitation Company Limited has reached 87.77% of the design, and the reservoirs are operating normally.
Large reservoirs such as Ai Tu, Khe May, Nghia Hy, Truc Kinh, Bau Nhum are periodically inspected and ensure safety, with no incidents. The Quang Binh Irrigation Works Management Company also reported that the reservoirs have reached 92% of their capacity, still within the safety threshold.
