
In his opening speech, Chairman of the Hue City People's Council Le Truong Luu said that the session will focus on discussing reports from the Standing Committee of the People's Council, the People's Committee and the judicial agency; reviewing and deciding on contents on budget, public investment, social security, environment, national defense, planning and financial mechanisms. During the two days of December 8-9, the session will propose key solutions for 2026, aiming at sustainable growth and improving people's lives.
In late October and early November 2025, Hue city experienced historic floods, causing huge damage to infrastructure, agriculture , housing and people's property.

At the meeting, delegates discussed and approved the Resolution on the allocation of funds to overcome the damage caused by floods. Accordingly, the total funding to support overcoming the consequences of floods and natural disasters for Hue city to date is over 500.5 billion VND, including: Total central support is 350 billion VND, Dak Lak province supports 2 billion VND and the mobilized fund from the Vietnam Fatherland Front Committee of the city up to November 12 reached over 148.5 billion VND.

Based on the assessment of damage and recovery needs, the locality will allocate 252 billion VND in this period (including 250 billion VND from the central budget and 2 billion VND supported by Dak Lak). Specifically, the city allocates 2.7 billion VND to support people with housing; additional funds for departments, branches and sectors for minor repairs and sludge cleaning; 14.3 billion VND for repairing and maintaining equipment damaged by floods. The city will add 58 billion VND to departments, branches and sectors and support the People's Committees of communes and wards to repair educational infrastructure, cultural works and relics; add 177 billion VND to the Department of Construction, Department of Agriculture and Environment and support the People's Committees of communes and wards to repair infrastructure of traffic, irrigation, agriculture, environment, trees, lighting, urban environmental sanitation after floods.
Regarding the remaining unallocated central support fund of 100 billion VND, the City People's Committee plans to prioritize infrastructure repair for large projects and works and will submit to the City People's Council the allocation plan as soon as possible after reviewing the needs and records of works and projects according to the provisions of law.

In addition, the People's Council also passed important resolutions such as: Adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025 of the district-level budget to the medium-term public investment plan for the period 2021 - 2025 of the city-level budget; Adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025 of development investment capital from the state budget to implement national target programs; Adjusting a number of contents of the planning tasks for the construction of the Hai Nhat spillway eco-tourism area and Ta Rinh lake, Nam Dong commune.
