Earlier, at 1 PM, the center of the tropical depression was located at approximately 19 degrees North latitude and 119.7 degrees East longitude. The strongest winds near the center of the tropical depression were at level 6 (39-49 km/h), with gusts up to level 8. Currently, the tropical depression is moving southwest at a speed of about 25 km/h.

According to the National Center for Meteorological and Hydrological Forecasting, from this afternoon (October 23) to the afternoon of October 24, the tropical depression will gradually weaken into a low-pressure area over the northern South China Sea.
Nevertheless, the meteorological agency warns: Due to the influence of a tropical depression combined with a strengthening cold front, the eastern part of the North East Sea will experience strong winds of force 6-7, gusting to force 9, with waves 3-5 meters high. The weather in this area is dangerous, with rough seas, posing a risk to ships operating in the region.
In response to the rapidly moving tropical depression entering the northern South China Sea, on the afternoon of October 23, the National Steering Committee for Civil Defense issued a directive to the People's Committees of nine coastal provinces and cities from Nghe An to Khanh Hoa , requesting them to proactively implement preventive measures to ensure the safety of people and property.
The Steering Committee requested that the localities named in the dispatch closely monitor warning and forecast bulletins on the development of the tropical depression, and promptly inform captains, owners of vessels, and ships operating at sea so that they can proactively take preventive measures and adjust their production plans accordingly. Provinces and cities need to maintain regular communication to promptly handle any adverse situations that may arise, and at the same time, have forces and resources ready to deploy rescue and relief operations when required.
