On October 24, Prime Minister Pham Minh Chinh chaired an online conference with ministries, branches, localities and businesses to discuss breakthrough solutions for social housing development. Here, the Prime Minister requested to create the most favorable conditions so that the implementation time of social housing projects is only 2-3 years.

In his concluding remarks, the Prime Minister directed the Ministry of Construction to fully absorb valid opinions and promptly complete the draft resolution to submit to the Government for consideration and promulgation within the next 5 days.

The resolution will aim to concretize the Party's guidelines and policies, the State's policies and laws; resolve outstanding legal problems; and create a strong breakthrough in the development of social housing nationwide.

The resolution is expected to be applied for a long time, nationwide, and encourage businesses with sufficient financial capacity, experience, and potential to participate. The goal is to shorten the implementation time of social housing projects to 2-3 years, simplifying procedures while still ensuring effective management.

The resolution's content will include: cutting at least 50% of administrative procedures, putting social housing projects into the "green channel" and "priority channel" groups to speed up progress; strongly decentralizing to localities, while ensuring publicity and transparency, avoiding negativity and policy exploitation.

The Prime Minister also requested localities to be responsible for preparing clean land funds, quickly handling investment procedures; building a flexible mechanism to mobilize diverse capital sources: commercial credit, State capital through the Social Policy Bank, issuing bonds...

Regarding beneficiaries, the Prime Minister emphasized the need to strengthen post-auditing based on a nationwide integrated and interconnected database to ensure accuracy, publicity and transparency. At the same time, expand the beneficiaries and subjects participating in social housing development in both urban and rural areas, effectively use land funds and shared infrastructure in urban areas.
