The grassroots party organization is also the place to grasp and reflect the people's thoughts and aspirations to the Party, and is the "bridge" between the Party and the people. From there, the Party sets out the correct and appropriate leadership guidelines. Therefore, promoting the leadership role of the grassroots party organization is a decisive factor in the victory of all political tasks at the grassroots level.
In the article “Good and bad Party cells” (*) published in Nhan Dan newspaper on October 31, 1963, President Ho Chi Minh pointed out: “Party cells are the roots of the Party in the masses. If the Party cell is good, all Party policies will be well implemented and all work will progress continuously. On the contrary, if the Party cell is bad, work will not go smoothly.”
This viewpoint continued to be emphasized by Him when speaking at a training class for district-level leaders on January 18, 1967: "Party cells are the foundation of the Party, if the Party cells are good, everything will be good."
Clearly, according to President Ho Chi Minh, the Party cell plays a very important role, being the “foundation”, “foundation”, “root”, and “nucleus” of the Party at the grassroots level. A good Party cell, a clean and strong Party cell, makes the grassroots Party organization good and the Party strong.
This is because grassroots Party organizations are the places where all the Party's guidelines, policies, directives, and resolutions, as well as the State's policies and laws, are directly disseminated, implemented, and organized at the local level. Grassroots Party organizations are also where resolutions are formulated to lead agencies, units, and localities in carrying out all political tasks of the locality or unit.
On the other hand, grassroots party organizations are also places to grasp the legitimate thoughts and aspirations of the masses, and to resolve all ideological issues of cadres, party members and the masses at the grassroots level.
Therefore, if the grassroots party organization promotes its role as the core of political leadership; builds, consolidates and enhances the political and spiritual strength of cadres, party members and the masses, it will contribute significantly to building a clean and strong party organization.
Conversely, if the leadership role of grassroots Party organizations is not effectively utilized, not only will tasks not be accomplished, but the spirit, ideology, and political fortitude of Party members will also waver, leading to unpredictable developments.
In order for cadres and party members to be imbued with and successfully implement revolutionary goals and ideals, it requires that grassroots party organizations always attach importance to leading propaganda work, political and ideological education; making cadres and party members "have a firm stance". Because, according to President Ho Chi Minh: "People who do not understand politics, just aimlessly try to get through the day and the hours. Therefore, political and ideological education is very important".
He required that grassroots party organizations “must strengthen political work, always improve political level and class awareness; must ensure compliance with Party and Government policies; must thoroughly maintain self-discipline.”
In fact, through leading political and ideological education, grassroots Party organizations have directly contributed to fostering and enhancing political and ideological awareness; building patriotism, national pride and self-respect; and cultivating the character, spirit, and determination of cadres and Party members.
This work is carried out through specific educational activities and activities such as: political study; specialized research; ideological activities; reporting on political and current events, reading newspapers, listening to the radio, watching television; organizing political and cultural days at the grassroots level.
By doing so, grassroots party organizations will contribute an important part in fostering and raising political awareness for cadres and party members about Marxism-Leninism theory, Ho Chi Minh thought; the Party and State's guidelines, policies and strategies; the nation's cultural traditions; and the political goals and tasks of agencies, units and localities.
Party grassroots organizations are also the places for planning, nurturing, training, and assigning challenging tasks to cadres. President Ho Chi Minh stated: "Cadres are those who explain the policies of the Party and the Government to the people so that they understand and implement them. At the same time, they report the situation of the people to the Party and the Government so that they understand it and formulate correct policies."
He also affirmed: “Cadres are the chain of the machine. If the chain is not good, does not run, then no matter how good the engine is, even if the whole machine runs, it will be paralyzed... If the cadres are bad, good policies cannot be implemented”. Therefore, he emphasized: “Cadres are the root of all work”, “All things succeed or fail, all due to good or bad cadres. That is a certain truth”.
From reality, President Ho Chi Minh pointed out: "Where superiors know how to select and guide, many new cadres will develop and the work will develop very well. On the contrary, where superiors do not know how to select and guide, there will still be a shortage of people and the work will be sloppy."
Reality has shown that wherever cadres, especially committee members at all levels, have practical capacity combined with professional theory and skills in party work, are skillful in mass mobilization work, enthusiastic, eager, close to the masses, and know how to do mass work, the movement will increasingly develop in a positive direction, spreading strongly throughout the entire political system.
All tasks have been completed, the situation is stable in all aspects, and the people's production and living standards are constantly improving. If the cadres are incompetent, the situation will develop in the opposite way.
It can also be seen that the quality of Party cell activities is reflected in the actual leadership, direction, and management of all aspects of work achieved each year; the results are brought right to the agency, unit, and locality where the Party cell is in charge.
We can affirm that the grassroots party organization is the place to manage, educate, train, build and improve the quality of the team of cadres and party members at the grassroots level. From directly organizing the implementation of the unit's political tasks, the team of cadres and party members are trained to improve their professional qualifications in leadership, management, as well as handling situations that arise in reality.
At the same time, they should cultivate and enhance their political fortitude in the face of practical challenges; be exemplary in ethics and lifestyle, and adhere to regulations and norms in their studies, daily life, and work... Thereby, making a significant contribution to improving the quality of cadres and Party members in the locality and unit.
The Draft Document of the 13th Central Executive Committee submitted to the 14th National Congress of the Party clearly states: “... Strengthening the consolidation and building of grassroots party organizations... Innovating activities and improving the quality of party cell activities, political mettle, leadership capacity, skills and professional party work for grassroots party committee members...” (**) . That proves that our Party once again affirms the important role of grassroots party organizations in the current and upcoming situation.
