Prime Minister: Create the most favorable conditions for social housing projects to be completed within 2-3 years

(Chinhphu.vn) - On the morning of October 24, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, chaired a conference with ministries, branches, localities and enterprises on solutions for breakthrough development of social housing.

The conference was held directly at the Government headquarters and online with 17 provinces and cities with great demand for social housing.

Also attending were Deputy Prime Minister Tran Hong Ha; Ministers, leaders of ministries, branches, central agencies; leaders of 17 provinces and cities with high demand for social housing and associations, large enterprises with much experience in the real estate sector.

According to reports and opinions at the meeting, the development of social housing was identified by the Party and State as a political determination and an important task of the Party and the entire political system, demonstrating the characteristics and good nature of our regime.

In recent times, the Government and the Prime Minister have resolutely directed and implemented many tasks of social housing development; issued 22 Resolutions, 12 Directives, Decisions, and Official Dispatches; organized many national conferences to implement social housing development...

The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and science and technology workers in the 2021-2030 period, and local housing development programs and plans. In particular, the whole country strives to complete over 100,000 social housing units by 2025.

Up to now, the whole country has 696 social housing projects that have been and are being implemented with a scale of more than 637,000 units. In the first 9 months of 2025 alone, the whole country has completed over 50,000 units, reaching 50.5%, and it is expected that by the end of 2025, more than 89,000 units will be completed, reaching 89% of the yearly plan.

At the meeting, delegates focused on discussing and contributing ideas to the draft new Resolution of the Government on implementing a number of breakthrough solutions for social housing development in the coming time, especially assigning a number of enterprises to be investors in social housing projects.

Delegates discussed the role of state management in social housing development; the role of localities, especially in land allocation and site clearance; real demand for social housing; resources and credit sources for social housing; preferential policies for social housing projects; selling and renting prices of social housing, etc.

In particular, delegates proposed many solutions to determine standards and criteria for selecting enterprises to be assigned as social housing investors; processes, procedures, standards and criteria for determining beneficiaries of social housing policies; ensuring publicity, transparency, simplifying processes and procedures, creating convenience for people and enterprises in social housing issues, ensuring accuracy, avoiding negativity and policy exploitation...

Transparency for both investors and home buyers

Concluding the conference, Prime Minister Pham Minh Chinh welcomed and highly appreciated the quality opinions and the responsibility shown by the delegates; requested the Ministry of Construction to fully absorb the valid opinions to urgently complete the draft resolution to submit to the Government for consideration and promulgation in the next 5 days.

The Prime Minister stated that the Resolution aims to continue to concretize and institutionalize the Party's guidelines and policies, the State's policies and laws, and resolve previously unresolved legal problems, thereby creating breakthroughs in the development of social housing.

The Resolution has a long-term application period, applicable to all provinces and cities across the country; encourages the participation of qualified enterprises, criteria on finance, experience, potential, time, price; creates the most favorable and open conditions for project implementation time from 2-3 years.

To do so, it is necessary to develop conditions, standards, criteria, processes and procedures to assign enterprises to be investors in projects to ensure publicity and transparency, on this basis decentralizing implementation to localities.

The Prime Minister emphasized that it is necessary to cut at least 50% of administrative procedures, put social housing projects into the "green channel" and "priority channel" groups to complete procedures quickly and promptly; create clean land funds for social housing development in a flexible manner; diversify capital sources for social housing development, including credit capital, State capital through the Social Policy Bank, Housing Development Fund, bond issuance, etc.

The Prime Minister requested that localities must have regulations and be responsible for quickly, neatly and accurately resolving administrative procedures for social housing development, following the motto "locality decides, locality does, locality is responsible"; promote the spirit of daring to think, daring to do but impartially and transparently, doing what is good for the people and the country; harmonizing the interests between the State, enterprises and people, ensuring the legitimate and legal rights and interests of people and enterprises, while ensuring legal discipline.

Regarding the conditions and procedures for beneficiaries of social housing policies, the Prime Minister clearly stated the direction of strengthening post-inspection, based on integrated and interconnected data nationwide to strictly control, ensure transparency, and clear information about who is in need, who has a house, who does not have a house...

The Prime Minister noted that it is necessary to expand the number of subjects participating in social housing development and beneficiaries; develop social housing in both urban and rural areas in the direction of using land most economically and effectively; in an urban area, there should be many different housing segments, including social housing, sharing essential infrastructure for transportation, electricity, water, telecommunications, culture, society, health, education, sports, etc.

Specifying that the Resolution must include contents related to the trading floor, the national housing fund, housing data, etc., the Prime Minister directed ministries and branches according to their functions and tasks to continue to complete comments on issues related to social housing and send them to the Ministry of Construction to preside over the completion of the draft Resolution.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct and the Ministry of Construction to urgently complete the draft resolution. The Prime Minister emphasized that "The Party has led, the Government is unified, the National Assembly agrees, the people and businesses support, the Fatherland is waiting, so we only discuss and do not discuss backwardness", both achieving the immediate goals and aiming for the long-term goals, contributing to rapid and sustainable development.
