Online conference "Breakthrough development of social housing"

Comrade Pham Van Thinh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation attended directly at the Government bridge. The representative of the Ministry of Construction informed about the draft Resolution of the Government on implementing a number of breakthrough solutions for social housing development in the 2025 - 2030 period.

Accordingly, with the viewpoint: "Developing social housing is an important political task, demonstrating the good nature of the regime, associated with the goal of socio-economic development, ensuring social security and stabilizing people's lives...", the draft defines the target, localities complete the target of developing 108,970 social housing units by 2026 and strive to complete about 65,000 more social housing units (excluding housing for armed forces) in some localities with the target allocated in the attached Appendix.

Regarding solutions, priority is given to assigning large, branded, "dedicated, visionary" real estate businesses with financial capacity and experience... to be investors in social housing projects. Select localities to implement this Resolution according to the following criteria: being assigned by the Prime Minister to complete large social housing; being a large, populous locality with high demand for housing, especially for low-income groups in urban areas and the People's Armed Forces; having a large number of industrial park workers.

The draft also proposes implementation methods; responsibilities of localities, enterprises, and central ministries and branches in the implementation process.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Pham Van Thinh said that Bac Ninh has resolutely directed the implementation of solutions to accelerate the progress of social housing projects. As a result, in the first 9 months of 2025, the province completed an additional 12,649 units, reaching about 80% of the target assigned by the Prime Minister in 2025 (15,920 units); the number of apartments registered for completion in the last 3 months of 2025 is 3,636 units. Thus, Bac Ninh will complete the target assigned by the Prime Minister.

The Vice Chairman of the Provincial People's Committee also added that there are currently about 600,000 workers working in industrial zones, with the assigned target of more than 135,000 social housing units, which is basically not enough to meet the actual demand. The province is developing accommodation projects and continuing to survey demand and supply to have a sustainable development plan in the coming time.

Basically agreeing with the draft Resolution of the Government, he proposed a number of contents related to compensation, site clearance, land allocation for social housing projects; choosing preferential forms; determining the selling price of social housing and commercial housing; adding subjects eligible to buy or rent-purchase social housing in rural areas. At the same time, research to supplement and expand the units receiving applications for social housing purchase to make it easier for workers to access...

Speaking at the conference, Prime Minister Pham Minh Chinh requested the Ministry of Construction to synthesize and fully absorb the opinions of ministries, branches, localities and enterprises to complete the draft; when issuing the Resolution, it is necessary to put forth mechanisms and policies to ensure the most open and favorable conditions for all relevant entities, and to implement them as quickly as possible but sustainably with new thinking and ways of doing things.

The Prime Minister noted that the selection of enterprises to be assigned the task of developing social housing must be based on standards, procedures, publicity and transparency, on this basis, decentralization to localities to implement, both promoting the competitive advantages of enterprises and promoting the social responsibility, national sentiment and compatriotism of enterprises; enterprises must put themselves in the conditions and circumstances of people in need of social housing to develop social housing.

Localities continue to review and simplify administrative procedures; boldly implement in the spirit of "local decision, local action, local responsibility", ensuring the harmony of interests of people and businesses in social housing development. At the same time, implement social housing development planning in accordance with other housing segments, ensuring equality among housing segments.

The Prime Minister also requested that policies and policy implementation must be most favorable for social housing buyers, ensuring publicity, transparency, promoting digitalization, and not allowing buyers to "jostle and run" to buy social housing...
