The target audience includes officials, civil servants, public employees, and workers working at administrative and public service agencies, Party agencies, socio-political organizations; social organizations; socio-professional organizations; armed forces units: officers, professional soldiers, defense workers; businesses, entrepreneurs in the province, workers, and employees at enterprises; religious organizations, charitable organizations; business households, traders, and service providers; households, and philanthropists.

For enterprises, mobilize each cadre, worker, and laborer to mobilize one day's basic salary or more. In addition, depending on conditions, a portion of the unit's budget can be allocated to mobilize support for the "For the Poor" Fund from 65 million VND or more to support the construction of the Great Unity House.

The Standing Committee of the Vietnam Fatherland Front Committee - the Provincial "For the Poor" Fund Mobilization Committee is responsible for developing a Plan to organize activities during the peak month of "For the Poor", coordinating to mobilize agencies, organizations, individuals, corporations, enterprises, and businessmen to effectively implement the social security program in the form of direct support or support with specific addresses as requested by organizations and enterprises. Coordinate with press agencies to propagate and mobilize support for the Fund; build specialized pages and columns on the activities of the "For the Poor" Fund, at the same time, acknowledge and honor the practical support and assistance of enterprises, entrepreneurs, agencies, organizations, and individuals for the poor and poor households; inspect and supervise the organization, mobilization and support of the "For the Poor" Fund at all levels to ensure compliance with regulations. Along with that, commend, honor, and reward individuals and groups with good achievements in propaganda and mobilization to help the poor; Units, businesses, organizations and individuals inside and outside the province with achievements in supporting the "For the Poor" Fund and social security contribute to the province's sustainable poverty reduction work on the occasion of the "For the Poor" Peak Month in 2025.
