Promoting democracy at the grassroots level.
Established through the merger of Hap Linh and Khac Niem wards, with over 22,600 inhabitants and 11 residential groups, the merger presented a significant workload, numerous procedural adjustments, and changes in people's attitudes regarding the administrative unit, place of residence, and organization of daily life, creating considerable pressure. In response to these demands, the Fatherland Front Committee of Hap Linh ward quickly reorganized its structure, closely followed the Party's guidelines, implemented democratic regulations, and fostered consensus in carrying out tasks such as reorganizing the administrative apparatus, developing socio -economic conditions, and maintaining security and order.

Chairman of the Fatherland Front Committee of Vu Xuan Toan Ward affirmed: "Promoting grassroots democracy is a crucial condition for forming social consensus." A prime example is the conversion of neighborhoods into residential groups according to Resolution 1658/NQ-UBTVQH15 on the rearrangement of commune-level administrative units in Bac Ninh province in 2025. This was a difficult issue, impacting the psychology of the people after the merger. However, thanks to widespread dissemination of information and democratic consultation, 100% of voters agreed with the plan. To date, the ward has completed the conversion of 11 neighborhoods into residential groups, and simultaneously renamed 2 residential groups with duplicate names, ensuring stable operation under the new model.
In addition to promoting democracy in the implementation of administrative decisions, the Fatherland Front of the ward also strengthens supervision, compiles voter opinions, organizes regular meetings in residential areas, and receives feedback through various channels. As a result, many people's issues are resolved at the grassroots level.
The clearest example is in Tien Xa residential area, where the Hanoi Capital Region Ring Road 4 project passes through, requiring the acquisition of over 14.7 hectares of agricultural land and nearly 2,000 square meters of residential land belonging to 28 households. This is a large project that directly impacts the livelihoods and housing of many families, so residents are apprehensive. However, thanks to transparent information, democratic practices, and the promotion of consensus, all obstacles have been gradually resolved. In this process, the Vietnam Fatherland Front plays a core role in creating social unity and consensus.
Sharing this success, Mr. Nguyen The Hung, Head of the Front Committee of Tien Xa residential area, said that the residential area has consistently implemented the motto: "The people know, the people discuss, the people inspect, the people supervise, and the people benefit." Information related to the project is posted at the Ward People's Committee and the residential area committee. Furthermore, the residential area committee organized three meetings to provide specific information about the land clearance scope and compensation policies. Simultaneously, they established propaganda teams comprising representatives from various associations and organizations in the residential area to visit each household to explain and distribute compensation plan documents, helping people understand and compare the information. Transparency in each step has strengthened trust, and to date, 100% of the affected households have handed over their land for the project.
Mr. Do Thanh Dung, a resident affected by the project, shared: “What reassured us was that all information was fully communicated to each family. This clarity created trust, allowing us to readily give up our land and contribute to speeding up the project.”
Emphasis on social monitoring and criticism.
Leveraging its role as a bridge between the Party, the government, and the people, the Fatherland Front Committee of Hap Linh ward proactively advises the Party Committee and coordinates with the government to organize meetings and dialogues between leaders and the people. Through these dialogues, many legitimate requests and proposals have been received and resolved promptly, especially those related to environmental pollution control in craft villages; ensuring security and order in industrial zones and clusters; and land acquisition, compensation, and clearance for key projects and works in the area. In 2025 alone, the Fatherland Front Committee of the ward advised and coordinated the organization of four meetings and dialogues related to the Ring Road 4 project in the Hanoi Capital Region. Following the dialogues, 100% of affected households agreed to receive compensation and hand over their land, avoiding the need for forced eviction.
The Fatherland Front of the ward also focused on social monitoring and criticism. During the year, the ward chaired 11 monitoring sessions and coordinated 16 others, focusing on practical areas such as military recruitment, implementation of policies for war veterans, social insurance, and health insurance. The Fatherland Front also organized 10 critical reviews of draft resolutions, programs, projects, and plans of the government. Many of the critical reviews were in-depth, such as the revised project dossier for the hotel service area of Hoang Trung Limited Liability Company, the Nam Son - Hap Linh new urban area project, and the Tay Nam new urban area project… thereby contributing to ensuring feasibility, conformity with planning, and harmonizing the interests of the State and the people.
In addition to its supervisory and critical role, the Fatherland Front of the ward also plays a role in mobilizing social resources through patriotic emulation movements. During the period 2020-2025, the entire ward mobilized nearly 600 million VND for the "For the Poor" fund; over 530 million VND for the "Gratitude and Repayment" fund; over 3.3 billion VND for the Education Promotion fund, along with many other resources to support policy beneficiaries and households in difficult circumstances.
In particular, in response to the "Eliminating temporary and dilapidated houses in 2025" movement, the Fatherland Front Committee of the ward coordinated with the government to review and compile a list of 5 households in need of support, ensuring transparency and openness. They also participated in monitoring the construction progress and ensuring the quality of the projects, helping families stabilize their living conditions, confidently develop production, and gradually rise out of poverty.
In residential areas, the Front Committee also maintains regular meetings, thematic activities, and organizes the National Unity Day with many rich contents, creating an atmosphere of unity and democracy, contributing to strengthening the great national unity.
Thanks to promoting democracy and fostering social consensus, the Fatherland Front of Hap Linh ward is increasingly affirming its role as a bridge between the Party, the government, and the people. This is the foundation for the ward to continue innovating its activities, improving supervision and criticism, and strengthening the people's trust, contributing to the increasingly stable and sustainable development of Hap Linh ward in the new period.
