Taking the happiness and prosperity of the people as the goal to strive for - that is the consistent orientation in the development strategy of Lam Dong province for the 2025 - 2030 term. By placing people at the center, each step of the province's development is associated with the goal of improving the quality of life and strengthening the people's trust in the Party and the government.

From taking care of material life

One of the important tasks to ensure a happy and prosperous life for the people is to reduce poverty sustainably, leaving no one behind. To do that, Lam Dong has synchronously implemented many solutions, mobilizing many resources to support people in economic development and improving their lives.

In the 2020 - 2025 term, Lam Dong, Dak Nong, Binh Thuan provinces (now the new Lam Dong province) have effectively implemented the national target program (NTP) on Sustainable Poverty Reduction, associated with specific policies for poor households, near-poor households, newly escaped poverty households and social protection beneficiaries, especially ethnic minorities. In the 2021 - 2025 period, the total capital allocated to implement the NTP on Sustainable Poverty Reduction of Lam Dong province (old) is over 245.7 billion VND; Binh Thuan (old) 200.9 billion VND and Dak Nong (old) is over 1,040.8 billion VND.

The province has also effectively implemented the socio-economic development program for ethnic minority and mountainous areas in the 2021-2025 period. The program not only supports ethnic minority and mountainous areas in production, job creation, improving living conditions, and providing more complete access to basic social services, but also invests synchronously in essential infrastructure. Thanks to that, the lives of many poor households, near-poor households, and those in "core poverty" areas have been significantly improved. At the same time, the program to eliminate temporary and dilapidated houses has also been effectively and resolutely implemented to help the poor "settle down". By the end of August 2025, the whole province had eliminated 5,691 temporary and dilapidated houses. The newly handed over houses not only help improve the quality of life for thousands of families but also create a new look for rural and mountainous areas, especially ethnic minority and mountainous areas.

To improve spiritual life

Along with that, Lam Dong province focuses on improving the spiritual life of the people. The province focuses on three pillars: health, education and culture and sports, considering this as the foundation of sustainable happiness. Infrastructure and equipment are invested in modernly. The team of doctors and medical staff is increasingly improving in terms of expertise and techniques. The province encourages the development of a non-public health system to improve service quality and patient satisfaction. The school network is expanded, and facilities are invested in solidly and modernly. Notably, Lam Dong pays attention to developing vocational education associated with job creation. Every year, tens of thousands of rural workers are trained in vocational skills, changing to suitable occupations, many people after training have stable jobs, contributing to sustainable poverty reduction.

Cultural, artistic and traditional festival activities are preserved and promoted, creating an atmosphere of solidarity and cohesion in the community. The mass sports movement is strongly developed. The rate of people regularly exercising and playing sports is nearly 35%, contributing to improving health and spirit.

One of the outstanding achievements of Lam Dong is the New Rural Development program which has been strongly implemented and widely spread. After the merger, the province has 80 communes meeting the new rural standards (77.7%); 9 advanced new rural communes (8.7%); 3 model new rural communes (2.9%). Traffic infrastructure, electricity, roads, schools, medical stations, rural markets... have been invested synchronously, creating favorable conditions for economic development, increasing income and improving people's lives.

Through programs and policies, many inter-village roads in the border commune of Quang Truc have been upgraded and expanded.

For a developed and happy Lam Dong

It can be said that the happiness and prosperity of the people are not only the destination but also the measure of the effectiveness of all development policies of the province. In the 2025 - 2030 term, the Provincial Party Committee has set a consistent goal: comprehensive development, taking stability as the foundation, taking socio-economic development as the central task and taking the happiness and prosperity of the people as the goal to strive for. From there, all policies and decisions of the Party and authorities at all levels must aim at the practical interests of the people.

In his closing speech at the 1st Provincial Party Congress, term 2025 - 2030, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Lam Dong Province Y Thanh Ha Nie Kdam affirmed: “The core, consistent and continuous message is that all policies, strategies, and development efforts must aim at the ultimate goal of prosperity and happiness of the people. This viewpoint has been discussed very carefully, is the common will of the congress and is specifically demonstrated by the key targets and tasks in the congress documents”.

Accordingly, the province continues to focus on sustainable poverty reduction, increasing people's income, ensuring social security, health care, education, building safe, green, clean and beautiful housing and living environment. Each socio-economic development program must be associated with the goal of improving the quality of life, so that people can truly feel the results of local development.

In addition to policies on job creation, income improvement, and people's living standards improvement, the whole province continues to focus on implementing poverty reduction policies, improving living conditions for poor households, supporting livelihoods and means of production... The province mobilizes social resources, integrating poverty reduction programs and projects into programs with the same goals to bring high and sustainable efficiency, striving to have basically no poor households by 2030.

National Target Programs for Socio-Economic Development in Ethnic Minority Regions; new investment, upgrading, and completion of economic, social, and cultural infrastructure as well as promoting internal strength, enhancing the role of mastery, and developing and advancing of ethnic minorities are strengthened.

At the same time, the province focuses on building a government apparatus of the people, by the people, for the people with the motto "close to the people, close to the work", "listen to the people, speak so that the people understand, do so that the people trust". The building of grassroots cultural life, the formation of cultural, civilized, and united residential communities to contribute to strengthening the great national unity bloc is focused on. This is the solid foundation for Lam Dong to soon realize the goal of comprehensive development, taking the happiness and prosperity of the people as the highest destination.

Lam Dong province's multidimensional poverty rate decreased by an average of 1.43% per year. By the end of 2024, the whole province still had 35,434 multidimensional poor households, accounting for 4.06% of households (12,337 poor households, accounting for 1.41%; 23,097 near-poor households, accounting for 2.65%). It is estimated that by the end of 2025, the poverty rate of the whole province will be about 3.33%.
