On the morning of October 24, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on housing policy and real estate market, chaired a conference with ministries, branches, localities and businesses on breakthrough solutions for social housing development.

At the meeting, delegates focused on discussing and contributing ideas to the draft new Resolution of the Government on implementing a number of breakthrough solutions for social housing development (Draft - PV) in the coming time, especially assigning a number of enterprises to be investors in social housing projects.

Lack of mechanism to attract investors to build social housing for workers to rent

Mr. Le Quang Hung, former Deputy Minister of Construction , member of the Policy Advisory Council, said that the Ministry of Construction should clearly state in the Draft on reducing licensing procedures for social housing construction projects to include 2 steps: the first step is approving the investment policy, the second step is either appraising the FS or granting a construction permit for the project. This avoids investors misunderstanding that they have to do all 3 steps as before.

Regarding the criteria for selecting investors, for the list introduced by the Ministry of Construction (21 investors), Mr. Hung suggested that the investors listed are for introduction purposes only, not that only these enterprises are allowed to build social housing. Instead, the Ministry of Construction should guide localities on specific criteria for selecting enterprises such as: political commitment, financial capacity, ability to meet the requirements set by the State management agency (progress, selling price, house construction price, etc.) so that localities can proactively choose construction enterprises in that locality.

"When approving the investment policy, the State management agency can set some specific requirements for the investor, especially regarding price to screen businesses. For example, the locality can set a 'question' that the income of people here is only about 10 million VND/month, then can the investor build houses to sell in that price range? It is not that after building the house, adding 10% profit to the price of 25-30 million VND/m2, people cannot buy it," Mr. Hung suggested.

The final proposal, the representative of the Policy Advisory Council said that the current Draft is only aimed at middle-income earners, while low-income earners such as workers in industrial parks who can only rent houses, the Draft has not specifically mentioned.

In fact, investors are not interested in the segment of housing for workers to rent because of the slow capital recovery time. Therefore, Mr. Le Quang Hung suggested that it is necessary to link social housing policies with enterprises that employ many workers, industrial parks... because they have welfare funds and can completely invest in their own social housing projects in industrial parks for workers to rent.

Responding to the proposal of construction enterprises to allow accounting for some expenses that enterprises pay for themselves in costs and selling prices, Deputy Minister of Finance Do Thanh Trung said that social housing projects receive a lot of support from the State, therefore, the selling price of houses must be suitable for both social housing criteria and other relevant regulations that cannot be specifically regulated for social housing.

At the Conference, businesses proposed adding regulations to create conditions for businesses participating in social housing construction to mobilize additional capital sources besides credit capital, especially capital mobilization from the stock market.

Regarding the proposal to facilitate enterprises to be listed quickly, the Deputy Minister of Finance informed that Decree No. 245/2025/ND-CP, effective from September 11, 2025, allows shares offered for the first time to the public to be listed immediately after the end of the offering (IPO) to ensure the rights of investors participating in purchasing the offered shares, ensuring the success of capital mobilization activities through the initial public offering. Accordingly, the Stock Exchange reviews the enterprise's share listing registration dossier at the same time as the State Securities Commission reviews the IPO dossier.

Regarding capital mobilization, the Deputy Minister of Finance said there is a mechanism for businesses to issue corporate bonds in addition to listing shares after meeting the conditions.

In addition, Mr. Do Thanh Trung suggested that there should be an online housing registration system so that people can register online. This system is led by one agency and has data linked with other ministries and branches. The review of the validity of the documents will be done sequentially with the interconnected data system, which will help shorten the time to evaluate social housing purchase documents compared to the present.

Regarding the proposal of enterprises to speed up the implementation of social housing projects without having to 'wait' for the site, it is necessary to calculate the cost of site clearance compensation and some other costs into the selling price of social housing, Minister of Construction Tran Hong Minh said: If the cost of site clearance is added to the house price, it will "distort" the spirit of building social housing because when the selling price increases, it will become a commercial housing project. The selling price of social housing projects on "clean" sites handed over by the locality only includes construction costs and costs of technical infrastructure to be able to offer the most preferential price for people eligible to buy social housing.

Listening to the proposals and analysis of the delegates attending the Conference and the direction of the Government leaders, Minister of Construction Tran Hong Minh said that the Ministry of Construction will seriously absorb valuable opinions to complete the new Draft Resolution of the Government on implementing a number of breakthrough solutions for social housing development and submit it to the Government as soon as possible.
