
The first highlight of the working trip was the meeting between the Ninh Binh delegation and the French Enterprise Federation (MEDEF) - the largest representative organization of business owners in France, currently gathering more than 750,000 member companies, of which 90% are small and medium-sized enterprises. The meeting was attended by Ms. Géraldine Lemblé, Deputy General Director of MEDEF and Vietnamese Ambassador to France Dinh Toan Thang.
In her welcoming speech, Ms. Géraldine Lemblé highly appreciated the visit of the Ninh Binh delegation, considering it an important first step in strengthening the connection and cooperation between French and Vietnamese enterprises. She said that MEDEF International regularly organizes business delegations to visit and survey investment in many developing countries, and affirmed its commitment to supporting Ninh Binh in promoting its potential and attracting the attention of French investors.
On behalf of the delegation, Standing Deputy Secretary of Ninh Binh Provincial Party Committee Dinh Thi Lua thanked MEDEF for the warm welcome and briefly introduced the geographical location, infrastructure, human resources and sustainable development orientation of Ninh Binh province. She emphasized that the locality always "considers the success of investors as the success of the province", committed to accompanying and providing maximum support to businesses in all stages of project implementation. Ninh Binh leaders also expressed their hope that MEDEF will be a bridge for French businesses to explore investment opportunities in priority areas such as supporting industries, clean energy, healthcare, education , tourism and digital transformation.
Assessing the potential of Ninh Binh, Ms. Géraldine Lemblé commented: “With its location near major cities, modern transportation system and open investment environment, Ninh Binh has many competitive advantages in attracting international businesses”. Continuing the working activities, on the morning of October 24, the working delegation coordinated with the Association of Vietnamese Entrepreneurs in France (ABVietFrance) to organize an investment promotion conference in Ninh Binh province. The event was attended by Mr. Nguyen Hai Nam, Chairman of ABVietFrance, and many Vietnamese and French enterprises and businessmen.
In her opening speech, Ms. Dinh Thi Lua affirmed that the conference is an important occasion to enhance understanding and promote cooperation between Ninh Binh and French enterprises, helping investors better understand the province's development potential and open up new cooperation opportunities. She introduced an overview of the locality's green growth orientation, sustainable development, and open, transparent and flexible investment attraction policies.
Accordingly, Ninh Binh province commits to ensuring a stable 24/24 power source, technical infrastructure and essential services to industrial parks; quickly handling administrative procedures, supporting training and providing high-quality human resources; allocating clean land, exempting land use fees to build housing for workers; ensuring security and order, preventing strikes; maintaining the hotline of the Provincial Party Secretary and the Provincial People's Committee Chairman to promptly handle businesses' recommendations.
Appreciating the province’s efforts, Mr. Nguyen Hai Nam said that the Vietnamese business community in France will actively support Ninh Binh in finding and introducing potential partners. He believes that with flexible policies and increasingly improved infrastructure, Ninh Binh will become an attractive destination for French investors in the near future.
At the conference, French businesses expressed their impression of Ninh Binh's socio -economic development achievements, especially in the field of attracting foreign direct investment (FDI). Delegates from both sides also had in-depth discussions on topics of mutual interest such as smart urban planning, construction materials production, medical equipment, environmental protection, digital transformation and administrative reform.
The success of the conference is considered an important initial step in expanding cooperation between Ninh Binh and the French business community, creating a premise for specific investment projects in the coming time.

Previously, also within the framework of the working trip, the Ninh Binh delegation had a working session with the Vietnamese Embassy in France. At the meeting, Ms. Dinh Thi Lua informed about the socio-economic development situation and results of attracting foreign investment in Ninh Binh. Up to now, the province has 725 FDI projects, with a total registered capital of more than 14.4 billion USD, of which 2 projects of French enterprises are operating in the industrial park, with a total capital of about 30 million USD in the field of animal feed production and asphalt emulsion. Ms. Dinh Thi Lua said that the strategic goal of Ninh Binh is to become a centrally-run city by 2030, according to the orientation set out by the Provincial Party Congress for the 2025-2030 term. To realize this goal, Ninh Binh province hopes that the Vietnamese Embassy in France will continue to act as a bridge between the locality and the French business community, and support the organization of investment promotion programs in priority areas of the province such as supporting industries, tourism, healthcare, education and high-tech agriculture.
Ambassador Dinh Toan Thang welcomed Ninh Binh's proactive spirit in promoting investment in Europe, highly appreciating the province's development potential after administrative consolidation, with its strategic location, synchronous infrastructure and quality human resources. The Ambassador affirmed that the Embassy will actively support connecting French partners with Ninh Binh province, and at the same time recommend that the locality develop specific promotion plans, increase information sharing and substantive cooperation with European businesses.
The working trip to France is considered one of Ninh Binh's strategic steps in expanding international cooperation and attracting high-quality investment capital from the EU. Not only promoting the image and potential of the province to the French business community, the program also helps establish direct communication channels between local authorities, domestic enterprises and international business associations. The presence of MEDEF and ABVietFrance leaders at the activities shows the French side's interest in the investment environment in Vietnam in general and Ninh Binh in particular. The meetings and exchanges have created a foundation of trust for specific cooperation steps, while contributing to promoting Vietnam - France economic and trade relations in the new period.
In an interview with VNA reporters in France, Ms. Dinh Thi Lua said: "In addition to the comprehensive cooperation framework between Vietnam and EU countries, Vietnam also attaches great importance to cooperation with France. For Vietnam, in relations with friendly countries, especially European countries, in addition to economic cooperation, Vietnam in general and Ninh Binh in particular pay attention to relations and promoting the image of people and places of Vietnam to friendly countries, especially with the potential of tourism economy." Regarding tourism, Ninh Binh has many advantages such as cultural tourism, spiritual tourism associated with green tourism and heritage. Regarding economic cooperation, Ninh Binh hopes that EU countries and France will pay attention to investment fields in industrial development, high-tech industry, green technology and sustainable development, in accordance with the spirit of Resolution 57 of the Politburo on high-tech development and digital technology and the fields of science and technology, digital transformation, green transformation. Regarding economic potential, Ninh Binh also focuses on economic zones, heritage economy and marine economy. With the advantage of Ninh Binh having more than 90 km of coastline, we have also paid attention to attracting investors to expand the deep-water port in Nam Dinh region and the international airport. Currently, investors have also worked with the province to research and form an airport, creating conditions for tourism development as well as industrial economic development.
According to the plan, from October 25-30, the Ninh Binh delegation will continue the investment promotion program in the Kingdom of the Netherlands, aiming to expand the network of connections with European corporations, businesses and economic organizations. The results of the trip are expected to contribute to realizing Ninh Binh's aspiration for breakthrough development, towards the goal of becoming a centrally-run city by 2030, on the basis of extensive international cooperation, sustainable development and comprehensive integration with Europe.
