Ninh Binh strictly handles violations in extra teaching and learning activities.

In order to rectify and bring extracurricular tutoring activities into order and compliance with regulations, on October 23, the Ninh Binh Provincial People's Committee issued Document No. 238/UBND-VP6 directing the strengthening of state management in this field and the strict implementation of Circular 29/2024/TT-BGDĐT and Decision 116/2025/QĐ-UBND of the province.

Accordingly, the Department of Education and Training is assigned to preside over and coordinate with relevant agencies, units, and the People's Committees of communes and wards to widely disseminate and thoroughly explain the content of Decision No. 116/2025/QD-UBND; at the same time, strengthen the management, reception, and processing of information related to tutoring and supplementary classes; and establish and publicize an email address to receive feedback and suggestions from organizations and individuals.

The Department of Education and Training publicly publishes the list of licensed tutoring centers and individuals on its electronic portal for public monitoring; develops plans for regular and unscheduled inspections, and resolutely handles or recommends strict handling of violations, especially the practice of forcing students to attend extra classes outside of school in any form.

The Department of Finance, in coordination with the Department of Education and Training, will provide guidance on business registration, finance, and accounting in tutoring and supplementary education activities in accordance with regulations.

The People's Committees of communes and wards are fully responsible for managing and supervising extracurricular tutoring activities outside of school in their areas. Within 3 months of a facility being licensed, the local authorities must inspect its operating conditions; regularly monitor security and order, environmental hygiene, fire prevention, and facilities.

The People's Committees of communes and wards are also responsible for guiding and inspecting business registration, proactively detecting, handling, or recommending the handling of violations. The Chairman of the People's Committee of the commune or ward shall be held accountable to the Chairman of the Provincial People's Committee if illegal tutoring activities occur, causing public outrage.

Extracurricular tutoring centers must strictly comply with Circular No. 29/2024/TT-BGDĐT dated December 30, 2024, of the Ministry of Education and Training , Decision No. 116/2025/QĐ-UBND, and other relevant legal regulations; they must not organize tutoring or supplementary classes on holidays and Tet (Lunar New Year), and must ensure adequate facilities, safety, hygiene, and fire prevention.

Teachers and administrators participating in extracurricular tutoring must report to the Principal or Director of the center regarding the content, location, and time of the tutoring. The Principal is responsible for closely managing teachers and ensuring that tutoring complies with the regulations stipulated in Circular No. 29/2024/TT-BGDĐT.

The Provincial People's Committee assigns the Department of Education and Training as the focal agency to monitor, urge, and supervise the implementation; every six months (before June 15th) and annually (before December 15th), departments, sectors, and localities shall report the results to the Provincial People's Committee for compilation and reporting as prescribed.
