In order to rectify and bring extra-curricular teaching and learning activities into order and in accordance with regulations, on October 23, the People's Committee of Ninh Binh province issued Document No. 238/UBND-VP6 directing the strengthening of state management in this field, strictly implementing Circular 29/2024/TT-BGDDT and Decision 116/2025/QD-UBND of the province.
Accordingly, the Department of Education and Training is assigned to preside over and coordinate with relevant agencies, units and People's Committees of communes and wards to disseminate and thoroughly understand the contents of Decision No. 116/2025/QD-UBND; at the same time, strengthen the management, reception and processing of information related to extra teaching and learning; establish and publicize an email address to receive feedback and recommendations from organizations and individuals.
The Department of Education and Training shall publicize the list of establishments and individuals licensed to teach and learn extra classes on the Department's electronic information portal for people to monitor; develop a plan for regular and surprise inspections, resolutely handle or recommend strict handling of violations, especially the situation of forcing students to take extra classes outside of school in any form.
The Department of Finance coordinates with the Department of Education and Training to guide business registration, finance, and accounting in extra teaching and learning activities in accordance with regulations.

The People's Committees of communes and wards are fully responsible for the management and supervision of extra-curricular teaching and learning activities in the area. Within 3 months from the date the facility is licensed, the local authorities must organize inspections of operating conditions; regularly monitor security and order, environmental sanitation, fire prevention and fighting, and facilities.
The People's Committees of communes and wards are also responsible for guiding and inspecting business registration, proactively detecting, handling or recommending handling of violations. The Chairman of the People's Committee of communes and wards must be responsible to the Chairman of the Provincial People's Committee if there is a situation of illegal tutoring, causing public outrage.
Extracurricular teaching facilities outside of schools must strictly implement Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training , Decision No. 116/2025/QD-UBND and related legal regulations; do not organize extra teaching and learning on holidays and Tet, ensure conditions of facilities, safety, hygiene, fire prevention and fighting.
For teachers and administrators, when participating in extracurricular teaching outside of school, they must report to the Principal or Center Director about the content, location, and time of extracurricular teaching. The Principal is responsible for closely managing teachers, ensuring that extracurricular teaching is in accordance with the regulations in Circular No. 29/2024/TT-BGDDT.
The Provincial People's Committee assigned the Department of Education and Training as the focal agency to monitor, urge and supervise the implementation; every 6 months (before June 15) and annually (before December 15), departments, branches and localities report the results to the Provincial People's Committee for synthesis and reporting according to regulations.
