According to the draft decree, students will receive discounted fares when using public transportation such as trains, buses, trams, and ferries. Compared to current regulations, the draft adds two types of transportation eligible for discounted fares: trams (elevated and underground) and ferries.
The Ministry of Education and Training stated that in major cities, the public transportation system now includes elevated trains and subways, in addition to buses. Furthermore, in some localities, ferries remain a popular mode of transportation.
The draft also removes the provision for discounted library fees for students. According to the Ministry of Education and Training, Article 86 of the Education Law only stipulates that "Students are entitled to free or discounted fees when using public services related to transportation, entertainment, visiting museums, historical sites, and cultural works as prescribed by the Government." According to the Library Law, the concept of "library service fees" does not currently exist.
At the same time, the Library Law has stipulated the rights of specific library users, according to which children have the right to be provided with access to information resources appropriate to their age and educational level at public libraries, and to be exempt from library card fees.

Regarding scholarships to encourage academic achievement, the draft decree adjusts the criteria for awarding scholarships to students in specialized schools and schools for gifted students in arts, physical education, and sports , in order to align with the new evaluation method. The reason is that the evaluation of students' conduct and academic performance no longer uses the concepts of "conduct" and "academic achievement" as before, but is replaced by levels: Excellent, Good, Satisfactory, and Unsatisfactory.
The draft also adds the word "average" before "specialized subject" (for example, "average score in specialized subjects of 8.5 or higher") to clarify the requirements and avoid misunderstandings about the scholarship criteria for students specializing in the subject.
For students with artistic and athletic talents, the draft replaces the criterion of "good conduct" with "training results achieving one of the two highest levels (Good or Excellent)"; and adjusts "average academic performance" to "academic results at or above the passing level". According to the Ministry of Education and Training, these adjustments aim to ensure objectivity, comprehensiveness, and suitability to the specific characteristics of students in gifted schools.
The draft decree, if approved and promulgated, will replace Government Decree No. 84/2020/ND-CP dated July 17, 2020; and will take effect from January 1, 2026.
