
At the meeting, General Secretary To Lam highly appreciated General Secretary and President of Laos Thongloun Sisoulith for personally attending and accompanying the Lao delegation to the signing ceremony of the United Nations Convention against Cybercrime; firmly believing that the participation of the General Secretary and President of Laos will contribute significantly to the overall success of the event.
General Secretary To Lam congratulated and highly appreciated the important achievements that the Lao Party, State and people have achieved in recent times, especially in Party building, building the political system, amending the Constitution and reforming the apparatus, creating new impetus in proposing policies and orientations for national development in the new period, in order to ensure the maintenance of independence, self-reliance, political stability and socio-economic development. The General Secretary affirmed that Vietnam always strongly and comprehensively supports Laos's reform process; is ready to share experiences and give top priority to supporting Laos to successfully organize important events of the country.
The Lao Party General Secretary and President expressed his pleasure to attend as an honored guest and witness the signing ceremony of the United Nations Convention against Cybercrime; congratulated Vietnam for proactively and actively participating in negotiations from the beginning and hosting the signing ceremony, clearly demonstrating the Party and State's policy of attaching importance to the prevention and combat of cybercrime. The Convention will be an important legal basis to ensure cyber security and create favorable conditions for Vietnam and Laos and their partners to develop sustainably.
Lao General Secretary and President Thongloun Sisoulith expressed his impression of Vietnam's continuous development over 40 years of renovation. Vietnam has always been politically stable, its economy has grown sustainably, its people's lives have been improved, its defense and security have been consolidated, and its international position has been increasingly affirmed. In particular, by 2025, Vietnam will enter the group of upper-middle-income countries, equivalent to 5,000 USD/person/year. These important achievements show the very correct development path of the Party and State of Vietnam.
General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith highly appreciated the cooperation between the two countries, which continues to develop substantially and comprehensively. In addition to strengthening political, defense and security cooperation, the two sides agreed to continue to strongly promote breakthroughs in economic cooperation to match the level of good political relations; agreed to promote bilateral trade growth, expand infrastructure connectivity, and effectively implement strategic cooperation projects, thereby creating new momentum for a period of effective and sustainable long-term development cooperation, for the common interests of the two countries.
The two leaders discussed specific cooperation contents, continued to pay attention to directing the satisfactory resolution of bottlenecks in implementation work; mentioned practical measures to facilitate support for Vietnamese enterprises to invest and cooperate, contributing to promoting economic and social development in Laos.

The two leaders discussed the recent outstanding situation of each Party and each country; visited and deeply shared the serious damage caused by natural disasters and floods in Laos and Vietnam recently. The two leaders agreed that in the volatile and rapidly changing international context, the two countries need to strengthen solidarity, cohesion, increase consultation, proactively coordinate closely, support each other in multilateral, regional and ASEAN forums; and support each other to successfully achieve the goals of each Party and each country, especially successfully organizing the National Congress and electing the National Assembly for the new term of each Party and each country.
