Writer Hoang Phu Ngoc Phan (also known by the pen name Hoang Thieu Phu) was born in 1940 in Bich Khe (Trieu Phong, Quang Tri). He is a member of the Vietnam Journalists Association , the Vietnam Film Association, and the Ho Chi Minh City Writers Association.
Before 1975, he worked at the Liberation Flag Newspaper ( Hue ), then the Youth Newspaper of the Central Committee of the People's Revolutionary Youth Union of South Vietnam in R (Central Bureau of the South). After 1975, he worked at the Ho Chi Minh City General Film Enterprise (Liberation Film Studio). From 1986, he worked at the Youth Publishing House, then as a reporter for the Tuoi Tre Cuoi (Youth Laughter) Newspaper.

He was awarded the First Class Victory Medal, the Second Class Liberation Medal, the Second Class Anti-American Resistance Medal, the Medal for the Younger Generation, the Cultural Warrior Medal, the Medal for the Cause of Literature and Art, and the 55-Year Party Membership Badge.
Writer Hoang Phu Ngoc Phan is also known as a famous satirical writer, with many of his humorous short stories being widely loved by readers. Representative works by Hoang Phu Ngoc Phan include: Anthology of Humorous Stories (3 volumes) (Youth Publishing House, 1993); The Calligrapher's Inn (Youth Publishing House, 2008); Under the Flare Light (Youth Publishing House, 2012).
The coffin of writer Hoang Phu Ngoc Phan is laid to rest at 96 Khong Tu Street (Tang Nhon Phu Ward, Ho Chi Minh City); the embalming ceremony will take place at 10 PM on October 25th; the funeral procession will begin at 1 PM on October 27th (corresponding to the 7th day of the 9th lunar month of the Year of the Snake).
