Attendees included the Chairwoman of the Vietnam Fatherland Front Committee of Binh Minh Ward , Le Thi Ngoc Diem ; the Vice Chairman of the People's Committee of Binh Minh Ward , Nguyen Thanh Nghi ; the Director of the Social Policy Bank (NHCSXH) of Ninh Thanh District, Tran Nguyen Nhu Tram ; and representatives of savings and loan groups in the area.
According to information presented at the conference, as of November 30, 2025, the total outstanding loan balance reached VND 226.7 billion, an increase of over VND 49 billion compared to the beginning of the year, achieving 89% of the plan, with more than 5,173 households currently borrowing capital. The loan program for job creation accounted for the highest proportion, over VND 130.5 billion, creating jobs for over 3,300 workers. The entire ward has completed the verification of 100% of customers, with no discrepancies between the data in the files and the actual figures.
Recoverable debt amounts to over 208 billion VND; unrecoverable debt is approximately 1.8 billion VND, mainly due to customers leaving their place of residence or objective risks. Credit quality is fundamentally stable, with the overdue debt ratio at only 0.17% of total outstanding loans.
At the conference, representatives from entrusted socio-political organizations and heads of savings and loan groups presented many difficulties, shortcomings, and effective solutions in the process of managing borrowers, especially in cases where individuals have lost their assets, left their place of residence, or lost their property after serving their prison sentences. The opinions were noted by the Ninh Thanh branch of the Vietnam Bank for Social Policies to further develop solutions in the future.
Representatives of the Veterans Association of Binh Minh Ward proposed solutions for handling bad debts.
Concluding the conference, Vice Chairman of Binh Minh Ward People's Committee Nguyen Thanh Nghi stated that, given the ward's relatively short operational period, coordination between the People's Committee, the Social Policy Bank, associations, neighborhood committees, and the police has become increasingly close, especially in verifying information and assisting in debt resolution. This is a tremendous effort by the entire political system of the ward, including the cooperation and responsibility of the people.
Looking ahead, Vice Chairman of Binh Minh Ward People's Committee Nguyen Thanh Nghi proposed including credit quality criteria in the annual performance evaluation of neighborhoods and entrusted groups to further improve the quality of policy credit, reduce overdue debts, reduce outstanding interest, and expand access to capital for the people.
