Ministry of Public Security promotes international cooperation in preventing and combating cybercrime

On the afternoon of October 25, in Hanoi, General Luong Tam Quang, Politburo member and Minister of Public Security, received Ms. Ghada Waly, Deputy Secretary-General of the United Nations and Executive Director of the United Nations Office on Drugs and Crime (UNODC).

Minister Luong Tam Quang warmly congratulated the success of the Hanoi Convention signing ceremony that took place on the same morning, affirming that this is the document with the widest and most comprehensive influence compared to all international legal instruments related to cyberspace today.

Minister Luong Tam Quang emphasized that the Convention's adoption by consensus during a period of urgent negotiations has once again affirmed the importance of multilateralism, as well as the central role of the United Nations in promoting international cooperation on the basis of international law to effectively respond to global challenges.

On this occasion, on behalf of the Ministry of Public Security of Vietnam, Minister Luong Tam Quang respectfully expressed his sincere thanks to Ms. Ghada Waly and the team of leaders, experts and staff of UNODC who have always accompanied and closely coordinated with the Ministry of Public Security of Vietnam during the past time, making an important contribution to the success of the Hanoi Convention Opening Ceremony.

Minister Luong Tam Quang welcomed the idea of ​​establishing and locating the UNODC Regional Center for Cybercrime Prevention in Vietnam, affirming that this will be an important step contributing to enhancing Vietnam's role and position in the international community, demonstrating Vietnam's strong commitment to responding to non-traditional security challenges.

At the meeting, the two sides agreed to continue to promote the existing cooperation mechanisms in depth, especially in the BLO mechanism - the Regional Border Liaison Office Network, contributing to strengthening coordination in preventing and combating transnational crimes. The two sides agreed to step up cooperation in capacity building, equipment support and human resource training for forces working in preventing and combating money laundering, terrorist financing, preventing violent extremism, as well as in preventing and combating drug crimes, high-tech crimes, environmental crimes, human trafficking and investigating corruption cases with foreign elements.

The two sides also agreed to study and promote high-level contacts and delegation exchanges between the leaders of the Ministry of Public Security of Vietnam and UNODC, thereby enhancing coordination in priority areas of cooperation. The Ministry of Public Security of Vietnam proposed that UNODC expand the program of inviting Ministry of Public Security officials to attend international conferences and seminars, and organize delegations to study practical experiences in the field of preventing and combating transnational crimes, high-tech crimes and other non-traditional security challenges.

Welcoming Mr. Matt Thistlethwaite to visit and work with the Ministry of Public Security on the occasion of attending the Hanoi Convention, Minister Luong Tam Quang emphasized that the Convention is not only a "shield" to protect the world in cyberspace but also a symbol of the spirit of cooperation, responsibility and humanity in the digital age among United Nations member states, including Vietnam and Australia.

At the meeting, the two sides agreed to increase delegation exchanges at all levels; actively share experiences in network environment management and digital transformation; promptly exchange information related to transnational organized crime, cybercrime and cybersecurity issues in the region and the world.

Within the framework of implementing the Hanoi Convention, Minister Luong Tam Quang hopes that Australia will pay attention to supporting Vietnam in terms of technology and improving its capacity to prevent and combat cybercrime, contributing to strengthening the security, safety and trust environment in the digital age.

At the meeting, the two sides agreed to continue to strengthen the exchange of experience in law enforcement, share information on crimes, coordinate investigations and prosecute criminals related to citizens of the two countries, especially transnational crimes, drug crimes, terrorism, high-tech crimes, human trafficking crimes, etc.

The two sides also agreed to promote exchanges, consultations and mutual support at international forums, cooperate in the process of signing, joining and implementing international treaties of which both sides are members, and actively and effectively contribute to multilateral cooperation mechanisms such as the United Nations and the International Criminal Police Organization (INTERPOL).

Minister Luong Tam Quang expressed his hope that, on the occasion of the high-ranking delegation of the Ministry of Public Security attending the INTERPOL General Assembly and visiting and working with the Ministry of Interior and the Ministry of Justice of Morocco in November 2025, the two sides will agree to sign a Memorandum of Understanding on cooperation in the field of preventing and combating human trafficking between the Ministry of Public Security of Vietnam and the Ministry of Justice of Morocco, creating a legal corridor for cooperation in preventing and combating transnational crimes as well as other areas of mutual interest.

* Also on the afternoon of October 25, General Luong Tam Quang, Minister of Public Security, received Mr. Kaspersky Evgeny Valentinovich, CEO of Kaspersky Company of the Russian Federation.

On behalf of the Vietnamese Ministry of Public Security, Minister Luong Tam Quang welcomed Mr. Kaspersky Evgeny Valentinovich and the leaders of Kaspersky Company to visit and work with the Ministry of Public Security on the occasion of attending the signing ceremony of the Hanoi Convention; at the same time, emphasizing that this is an opportunity for the two sides to discuss issues of mutual concern, especially opportunities to promote cooperation to enhance the capacity to respond to increasingly complex cyber security threats. Minister Luong Tam Quang highly appreciated the cooperation between Kaspersky Company and Vietnamese partners in recent times.
