The UN Secretary-General concludes his official visit to Vietnam and attends the opening ceremony of the Hanoi Convention.

On the evening of October 25th, United Nations Secretary-General António Guterres departed Hanoi, successfully concluding his official visit to Vietnam and his participation in the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), held from October 24-25, 2025, at the invitation of President Luong Cuong.

During his visit to Vietnam, United Nations Secretary-General António Guterres visited the Ho Chi Minh Mausoleum and laid a wreath at the Monument to the Martyrs on Bac Son Street, Hanoi.

President Luong Cuong presided over the official welcoming ceremony, talks, and a grand reception for UN Secretary-General António Guterres. Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man met with Secretary-General António Guterres.

During the meetings and discussions, Vietnamese leaders warmly welcomed Secretary-General António Guterres on his second official visit to Vietnam and his participation in the signing ceremony of the United Nations Convention against Cybercrime, coinciding with the 80th anniversary of the United Nations and the 80th anniversary of Vietnam's National Day. They affirmed that the visit was of paramount importance, reflecting the parallel development journey between Vietnam and the United Nations.

United Nations Secretary-General António Guterres expressed his delight and special affection for Vietnam during his second official visit; he thanked the leaders and people of Vietnam for the warm, cordial, and friendly welcome extended to him and the high-level UN delegation.

Expressing particular admiration for Vietnam's struggle for independence and national reunification, as well as its remarkable development and its goal of achieving double-digit growth in the coming years, Mr. Guterres highly appreciated Vietnam's role, position, prestige, and outstanding positive contributions to the common work of the United Nations in all pillar areas, notably its hosting of the opening ceremony of the UN Convention against Cybercrime in Hanoi and its active participation in UN peacekeeping operations.

Secretary-General Guterres affirmed that the United Nations will continue to stand alongside, care for, and support Vietnam's development priorities; expressing his hope that Vietnam will further enhance its role, position, and voice within the United Nations, playing a pioneering role in shaping a multipolar world in which multilateralism and global governance mechanisms operate more effectively, and the rightful role of developing countries and emerging economies is more prominent.

Also during his time in Vietnam, on the morning of October 25th, United Nations Secretary-General António Guterres attended the signing ceremony and high-level conference of the United Nations Convention against Cybercrime (Hanoi Convention), solemnly held at the National Convention Center with the theme "Combating Cybercrime, Sharing Responsibility, Towards the Future".

President Luong Cuong and United Nations Secretary-General Antonio Guterres delivered opening speeches. Prime Minister Pham Minh Chinh and UN Secretary-General António Guterres held a joint press conference to inform the public about the signing ceremony of the United Nations Convention on Cybercrime.

Prime Minister Pham Minh Chinh, United Nations Secretary-General Antonio Guterres, heads of state and government, and representatives from more than 110 countries and numerous international and regional organizations attended the high-level discussion session within the framework of the opening ceremony of the Hanoi Convention.
