UN Secretary-General concludes official visit to Vietnam and attends Hanoi Convention signing ceremony

On the evening of October 25, United Nations (UN) Secretary-General António Guterres left Hanoi, successfully concluding his official visit to Vietnam and attending the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), from October 24-25, 2025, at the invitation of President Luong Cuong.

During his visit to Vietnam, United Nations Secretary-General António Guterres visited President Ho Chi Minh's Mausoleum and laid a wreath at the Monument to Heroes and Martyrs on Bac Son Street, Hanoi.

President Luong Cuong hosted the official welcoming ceremony, held talks, and solemnly hosted UN Secretary-General António Guterres. Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man met with Secretary-General António Guterres.

During the receptions, talks and meetings, the Vietnamese leaders warmly welcomed Secretary-General António Guterres to his second official visit to Vietnam and to attend the signing ceremony of the United Nations Convention against Cybercrime, right on the occasion of the 80th anniversary of the founding of the United Nations and Vietnam's 80th National Day; affirming that the visit has a very special significance, reflecting the parallel development journey between Vietnam and the United Nations.

United Nations Secretary-General António Guterres expressed his joy and special affection for Vietnam during his second official visit; thanked the Vietnamese leaders and people for the solemn, warm, and friendly welcome given to him and the high-level United Nations delegation.

Expressing special admiration for Vietnam's struggle for independence and national reunification, as well as its development achievements and its goal of achieving double-digit growth in the coming years, Mr. Guterres highly appreciated Vietnam's role, position, prestige and positive and outstanding contributions in recent times to the common work of the United Nations in all pillar areas, notably hosting the signing ceremony of the United Nations Convention against Cybercrime in Hanoi and actively participating in United Nations peacekeeping activities.

Secretary-General Guterres affirmed that the United Nations will continue to accompany, care for, and support Vietnam's development priorities; expressed his hope that Vietnam will further promote its role, position, and voice at the United Nations, playing a pioneering role in shaping a multipolar world, in which multilateralism and global governance mechanisms operate more effectively, and the worthy role of developing countries and emerging economies is more highly valued.

Also during his stay in Vietnam, on the morning of October 25, United Nations Secretary-General António Guterres attended the signing ceremony and the High-Level Conference of the United Nations Convention against Cybercrime (Hanoi Convention) solemnly held at the National Convention Center with the theme "Fighting cybercrime, sharing responsibility, looking towards the future".

President Luong Cuong and UN Secretary-General Antonio Guterres delivered opening speeches. Prime Minister Pham Minh Chinh and UN Secretary-General António Guterres met with the press to inform about the signing ceremony of the UN Convention on Cybercrime.

Prime Minister Pham Minh Chinh, United Nations Secretary-General Antonio Guterres, heads of state and government, and representatives of more than 110 countries and many international and regional organizations attended the High-Level Discussion within the framework of the signing ceremony of the Hanoi Convention.
