Hanoi officially launches a one-level public administrative service center.

The Hanoi People's Committee has just issued a decision on the reorganization of the Public Administrative Service Center. Accordingly, all public administrative service points under the People's Committees of communes and wards in the city will be transferred to the City's Public Administrative Service Center for management.

According to the decision, the Public Administrative Service Center will take over the existing personnel, files, documents, and assets of the public administrative service points in communes and wards. Simultaneously, it will appoint leadership and management positions in accordance with its authority and arrange and assign civil servants and employees in accordance with regulations.

The Chairpersons of the People's Committees of communes and wards are responsible for reviewing personnel, records, and assets, and organizing a complete handover; they are also responsible for the operation of the public administrative service points under their jurisdiction from the date this decision takes effect. The units are required to complete this task within 30 days.

According to the Hanoi People's Committee, after more than a year of operation, the Hanoi Public Administrative Service Center has played a key role, successfully completing all assigned targets and tasks; at the same time, it has proactively proposed solutions to overcome difficulties and obstacles, creating an important foundation for further improving service efficiency and meeting the requirements of building e-government and digital government in the city.

The one-tier public administrative center model, based on the principle of centralized management and decentralized operation, is considered to have many advantages. Accordingly, it helps increase independence in the provision of public services because it is a one-tier model directly under the City People's Committee, completely separate from the provincial-level administrative procedure handling agencies (city departments and agencies). Furthermore, the 126 public administrative service points are not directly under the People's Committees of communes and wards.

Based on this, a transparent administrative system can be built in accordance with the principles of "contactless" and "paperless." Hanoi assesses that such separation is consistent with the trend of modernizing the administrative system and shifting from "command administration" to "service-oriented government," in line with the spirit of Resolution No. 57 of the Politburo.
