On the afternoon of October 25, at the National Convention Center, Prime Minister Pham Minh Chinh had a meeting with United Nations Secretary-General António Guterres during his official visit to Vietnam and attended the signing ceremony of the Convention on Cybercrime Prevention and Combat.

At the meeting, the Prime Minister warmly welcomed the UN Secretary-General's return to Vietnam, saying that the visit is of great significance in strengthening the long-term cooperative relationship between Vietnam and the United Nations, from the post-war period of national reconstruction to the renovation period, and hoped that the United Nations would continue to accompany and support Vietnam in entering a new stage of development.

Affirming that supporting and cooperating with the United Nations is Vietnam's "tradition", the Prime Minister emphasized that in the coming period, Vietnam will further increase its contributions to the activities of the United Nations.

The Prime Minister highly appreciated the great contributions of the United Nations to peace, development and ensuring human rights globally, saying that in the context of a multipolar international situation taking shape with many complex developments, the role of the United Nations has become more important than ever.

The Prime Minister affirmed that Vietnam always supports multilateralism with the United Nations playing a central role, promotes compliance with the United Nations Charter and international law, and the organization of the signing ceremony of the Convention on preventing and combating cybercrime is a testament to this strong commitment.

Sharing about the situation in Vietnam, the Prime Minister said that in the context of many fluctuations in the world, Vietnam has maintained political and social stability, the economy has recovered positively, with growth expected to reach about 8% in 2025 and is focusing efforts on the goal of turning Vietnam into a developed, high-income country by 2045. The Party and State of Vietnam have issued many strategic decisions, demonstrating breakthroughs in innovation in thinking, removing bottlenecks, and creating development in key areas.

Emphasizing Vietnam's consistent viewpoint of taking people as the subject, goal and driving force of development, the Prime Minister affirmed that economic development in Vietnam is closely linked to environmental protection, ensuring social security, security and safety for people, especially vulnerable groups.

Vietnam, as well as every country, needs to make efforts to ensure peace, stability and sustainable development so that the world and regions can have peace and stability, creating conditions for sustainable development and human development.

Based on the common interests of both sides, Prime Minister Pham Minh Chinh proposed that the United Nations and Vietnam strengthen cooperation according to the following priorities:

Firstly, in responding to climate change and energy transition, it is recommended that the United Nations support access to preferential climate finance, transfer of new generation clean technology and enhancement of response capacity.

Second, the United Nations is requested to continue promoting reform of the international financial structure, effectively mobilizing ODA and private capital, encouraging digital transformation for inclusive development; and at the same time, increasing resource mobilization for Vietnam to accelerate the implementation of the Sustainable Development Goals (SDGs).

Third, in the face of recent complex developments in international life, the international community needs to continue promoting the central role of the United Nations, upholding the role of the United Nations Charter and international law, and strengthening international solidarity to resolve global challenges as well as regional conflicts.

Secretary-General António Guterres thanked and congratulated Vietnam for successfully hosting the signing ceremony of the United Nations Convention against Cybercrime, the latest demonstration of Vietnam's outstanding role and contributions at multilateral forums, along with its contributions and initiatives that have become "brands" in the fields of peacekeeping, promoting sustainable development, responding to climate change and South-South cooperation.

The Secretary-General affirmed that the United Nations will continue to accompany Vietnam in the new development phase, especially in supporting the implementation of climate commitments, SDGs and global financial reform.

The UN Secretary-General particularly appreciated the role, position and respect that the international community has for Vietnam, stemming from Vietnam's history and current success in realizing the ideals pursued by the United Nations on peace, security, development and human dignity, along with the open network of relations that Vietnam has with all members of the United Nations.

Therefore, the UN Secretary-General has high expectations and trusts that Vietnam will promote its role, position and prestige to contribute to building a new international relations structure, especially in the context of the current fast-changing and complex international political life.

The Secretary-General called on Vietnam to actively support the United Nations’ initiatives and priorities to promote the momentum for implementing the SDGs and reforming the international financial architecture; expressed his hope that Vietnam would make stronger climate commitments, as well as participate in the United Nations’ efforts on preventive diplomacy, mediation, and conflict prevention.

At the end of the meeting, the two leaders expressed their belief that with joint efforts and determination, the Vietnam-UN relationship will continue to develop strongly, for the benefit of the Vietnamese people, for peace, cooperation, sustainable development and progress around the world./.
