On the morning of December 11th, at the 25B Conference Center (Hac Thanh Ward), the Thanh Hoa Provincial Women's Union officially opened the 19th Thanh Hoa Provincial Women's Congress, for the 2025-2030 term, with the participation of 328 delegates representing the will, aspirations, solidarity, and ambition of women from all walks of life throughout the province. This is an important political event, a grand celebration for women of all ethnic groups in the area.
Attending and directing the Congress, on behalf of the Central Committee of the Vietnam Women's Union, was Comrade Tran Lan Phuong, Standing Vice President of the Central Committee of the Union.

Comrade Luong Thi Hanh, Provincial Party Committee member, Vice Chairperson of the Provincial Fatherland Front Committee, and Chairperson of the Provincial Women's Union, delivered the opening speech at the Congress.
In her opening remarks at the Congress, Comrade Luong Thi Hanh, Provincial Party Committee member, Vice Chairman of the Provincial Fatherland Front Committee, and President of the Provincial Women's Union, expressed her deep gratitude to the heroic Vietnamese mothers, revolutionary veterans, heroic martyrs, and generations of cadres, members, and women who have dedicated and sacrificed themselves for the survival and development of the country, Thanh Hoa province, and the women's movement.
The Chairwoman of the Provincial Women's Union affirmed: More than one million women in the province are looking forward to the Congress with deep trust and high expectations for its success. The Congress will continue and uphold the traditions and great responsibilities before the Central Women's Union, the Provincial Party Committee, cadres, members, and women of all ethnic groups in the province, while also promoting the fine traditions of Vietnamese women and inheriting the achievements of the Women's Union and the women's movement in Thanh Hoa province throughout the years.
Each delegate present at the Congress will focus their intellect, promote democracy, and contribute to the success of the 19th National Congress of Women's Delegates; determined to work together with the Party Committee, government, and people of all ethnic groups in the province to successfully implement the Resolution of the 20th Congress of the Thanh Hoa Provincial Party Committee.

Comrade Bui Thi Mai Hoan, Vice President of the Provincial Women's Union, presented the political report.
Evaluating the implementation results of the Resolution of the 18th Provincial Women's Congress, term 2021-2026, the political report at the Congress clearly stated: During the period 2021-2025, with the leadership and profound attention of the Party Committee and government, and the support of various departments, agencies, and organizations, women of all walks of life in the province have unleashed their potential, affirmed their role and position, and made important contributions to the province's development. All 9 targets set in the Congress Resolution were achieved and exceeded.

Overview of the Congress.
Notably, the various levels of the Association registered and implemented nearly 4,600 projects and tasks participating in the construction of new rural areas (achieving 165.67% of the target); helped an additional 55,337 households meet the criteria of "5 no's, 3 clean" and "5 yes's, 3 clean" (achieving 395.26% of the target); and sponsored and acted as a bridge to sponsor 2,301 orphans with an annual budget of approximately 8.5 billion VND.
Humanitarian and social welfare programs and activities, as well as "showing gratitude," continued to be strongly implemented; over 78,000 poor women received assistance totaling nearly 50 billion VND; nearly 7,000 members received support to improve their entrepreneurial capacity (achieving 465.8% of the target); 2,529 women received support to start businesses, establishing 565 women-owned enterprises (achieving 226% of the target); helping 12,165 households escape poverty and near-poverty (achieving 108.61% of the target), contributing to an average annual reduction of 1.56% in the province's poverty rate.
Women's associations at all levels have made many innovations in their content and methods of operation. The association's staff is becoming increasingly mature, and the role of the association is increasingly affirmed, contributing to building the image of Thanh Hoa women in the new era.

With the achievements in the work of the Women's Union and the women's movement, the Thanh Hoa Provincial Women's Union has always been recognized by the Vietnam Women's Union Central Committee as one of the leading units nationwide. The Provincial Women's Union has been awarded a commendation flag by the Prime Minister; for three consecutive years, it has received an outstanding commendation flag from the Central Presidium of the Vietnam Women's Union; and its branches at all levels have been awarded 2 medals of various ranks, 17 commendation flags, and 3,035 certificates of merit and commendations.
With the motto "Unity - Creativity - Dedication - Development," for the 2025-2030 term, the Congress sets the goal of building an effective and adaptable Women's Union organization; a team of capable, dedicated, and groundbreaking officials. It aims to awaken the spirit of self-reliance, creativity, and aspiration for advancement among all strata of women; and to promote the role of women in building a clean and strong Party and political system, contributing to making Thanh Hoa a modern industrial province.

The Congress engaged in lively discussions and reached a high level of consensus on 9 specific targets, determined to implement the emulation movement "Building the modern woman of Thanh Hoa", the campaign "Building a family with 5 no's, 3 clean's, and 3 safe's", 2 breakthroughs, 5 key tasks, and proposed 3 main groups of solutions to focus on implementation.

In their guiding remarks at the Congress, comrades Tran Lan Phuong, Standing Vice President of the Central Committee of the Vietnam Women's Union; and Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee of Thanh Hoa province, warmly praised the achievements of the Provincial Women's Union in the past period; and at the same time requested the Executive Committee of the Provincial Women's Union to study solutions to overcome the shortcomings and limitations that have been pointed out.
Tran Lan Phuong, Permanent Vice President of the Central Committee of the Vietnam Women's Union, emphasized: The Union's activities must always place women at the center, taking the legitimate rights and interests and the progress of women as the goal, strongly arousing the self-respect, independence, self-reliance, and aspiration for advancement of each woman.
Women's associations at all levels need to concretize and effectively implement campaigns, emulation movements, and key tasks of the Association; promote the application of information technology and digital transformation in the Association's activities and support for women; focus on building a strong, professional, and effective Women's Association organization...

Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee of Thanh Hoa, delivered a speech guiding the Congress.
On behalf of the provincial leadership, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee, Trinh Tuan Sinh, requested that all levels of the Women's Union in the province closely adhere to the major policies of the Party, especially the 7 strategic resolutions of the Politburo and the Resolution of the 20th Provincial Party Congress, to concretize them into key activities, ensuring they are consistent with the functions and tasks of the Women's Union and with the two-tiered local government model.
In this context, the Association needs to continue innovating its content and methods of operation, focusing strongly on the grassroots; coordinating with all levels, sectors, and organizations to effectively organize patriotic emulation movements suitable for each target group, locality, and field; and proactively advising and proposing to Party committees and authorities solutions for leading and directing the effective implementation of women's work.
Furthermore, women's associations at all levels need to create the best conditions and opportunities for women to study, improve their skills, and enhance their capabilities in all aspects. They should promote the movement "Building the modern woman of Thanh Hoa," linked with studying and following the ideology, ethics, and style of Ho Chi Minh.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Fatherland Front Committee also emphasized the importance of building a team of Women's Union officials who are qualified, dedicated, responsible, committed to the Union's work, and capable of leading the women's movement.

The comrade requested that Party committees, government agencies, and heads of organizations and units continue to thoroughly understand and implement the viewpoints and objectives of women's work in the new situation. They should coordinate and create favorable conditions for women's associations at all levels in the province to strengthen their organizations, improve the quality and effectiveness of their activities, and unleash the talents, intelligence, and creativity of women, making worthy contributions to the development of their homeland and country.
Immediately after the Congress, the Executive Committee of the Provincial Women's Union, 19th term, focused on developing and promulgating the Working Regulations; assigning specific tasks to each Executive Committee member; quickly developing an Action Program to implement the Congress Resolution; launching emulation movements and campaigns from the very beginning of the term, creating a new momentum and determination, contributing to bringing the Congress Resolution into life in a practical and effective way.

On this occasion, the Provincial Party Committee presented the Thanh Hoa Provincial Women's Union with a banner bearing the inscription: "Upholding the traditions of the heroic homeland of Lady Trieu, joining hands to build a prosperous, civilized, and happy Thanh Hoa."
