
The resolution stipulates mechanisms and policies for national energy development in the period 2026-2030, including adjusting and updating power development plans, power grid development plans within provincial planning; investing in power projects, developing offshore wind power, direct electricity trading; and investing in oil, gas, and coal projects and facilities.
This Resolution does not apply to projects falling under the functions and responsibilities of the Steering Committee established under Decision No. 751/QD-TTg dated April 1, 2025, of the Prime Minister .
The resolution stipulates the development of small-module nuclear power, according to which, small-module nuclear power is a nuclear power plant using small-module nuclear reactors as defined and classified by the International Atomic Energy Agency.

The resolution encourages state-owned and private sector enterprises to participate in research and investment in the development of small-module nuclear power, ensuring nuclear safety and security in accordance with the law on atomic energy and related laws.
Depending on the development needs and the commercialization of the technology, the Government issues mechanisms for investing in the development of small-module nuclear power plants.

The resolution states that the National Electricity System and Market Operation Company Limited is exempt from the requirement of operating for the three most recent consecutive years when considering eligibility for loans and government guarantees.
The resolution also stipulates the winning bid price for electricity when bidding to select investors to implement power investment and business projects. Accordingly, except for thermal power projects, small module nuclear power projects, and offshore wind power projects, for power investment and business projects with a price range for bidding to select investors, the winning bid price for electricity is the price of the power purchase agreement and shall not exceed the price range in the bidding year. The resolution takes effect from March 1, 2026.
