National Assembly Delegate: The 10th session of the 15th National Assembly is a special session.

Speaking on the sidelines during the final working day of the 10th session of the 15th National Assembly, National Assembly deputies remarked that this was a very special, impressive, and emotional session.

Today (December 11th), the 10th session of the 15th National Assembly will hold its closing session, marked by the longest session duration and an unprecedented workload.

Speaking on the sidelines of this morning's session, delegate Pham Thi Thanh Mai ( Hanoi delegation) said she had many emotions as this is her first term participating in the National Assembly.

Recognizing this as a special National Assembly session with a long duration and a large workload, Ms. Mai stated that all agencies of the National Assembly and the Government have made every effort to successfully complete their tasks, especially the efforts of the law-making agencies, the National Assembly committees, and the flexible leadership of the Speaker and Vice -Speakers of the National Assembly .

According to Ms. Mai, every National Assembly delegate, whether re-elected or not, is very proud to represent the voters and the people, bringing the voice and breath of real life into the parliamentary arena, contributing to the building of institutions, not only to development but also to solving practical bottlenecks – issues that are increasingly pressing. "We deeply understand that this is both a great responsibility and an honor for delegates of the 15th National Assembly," said delegate Pham Thi Thanh Mai.

For delegate Nguyen Minh Tam (Quang Tri delegation), the 10th session was also a very memorable and emotional one. Like delegate Pham Thi Thanh Mai, this was also delegate Nguyen Minh Tam's first National Assembly term.

Recalling her early days in parliament, Representative Nguyen Minh Tam said that she was very nervous and bewildered, mixed with anxiety, wondering how she would manage the large workload and responsibilities of a National Assembly representative, especially since her specialization was law but the issues discussed in the National Assembly covered all fields.

“My most memorable experience was the first group discussion on socio-economic issues. Even though I had read the government's presentation and report, and the verification reports from relevant agencies, I still couldn't figure out where to begin because socio-economic issues encompass so many fields. Listening to the delegates' speeches, I understood that this topic also includes security and defense, not just economics and society,” said delegate Nguyen Minh Tam.

However, those initial awkward days for new National Assembly delegates like Ms. Tâm were quickly met with support. “The Center for Training Elected Representatives organized many training courses for delegates, helping us to access different perspectives, giving us additional skills in research and parliamentary skills, and helping us to confidently stand before the National Assembly to express our opinions on the issues we are involved in,” delegate Nguyễn Minh Tâm shared.

According to delegate Nguyen Minh Tam, the National Assembly is an ideal environment for improving skills and qualifications. With hundreds of delegates, each knowledgeable in different fields, she has listened and learned a great deal through the delegates' speeches.

Sharing this view, delegate Nguyen Thi Suu (from Hue City delegation) stated that the development journey of a National Assembly delegate is not a linear path, but rather a process of accumulating knowledge, honing skills, and improving public service qualities.

Like Representative Minh Tam, in her early days as a National Assembly representative, the biggest difficulty for her was not knowing where to begin. Despite having received formal training, her specialized knowledge was insufficient to cover all legislative tasks.

“I started by researching the history of the National Assembly, its functions, duties, powers, and methods of lawmaking. Initially, I focused on laws within my specialized field, studying each provision, comparing it with the assessments of the judicial sector and the National Assembly's review reports. Then I expanded to other fields, gradually forming a comprehensive perspective like a chessboard, understanding each provision and the relationships between them, analyzing strengths and weaknesses, bottlenecks, and specific characteristics to propose appropriate policies,” said Representative Nguyen Thi Suu.

According to Ms. Suu, each draft law is a test of competence: reading, understanding, analyzing, and critically evaluating. Representatives need in-depth practical experience, a wide information network, and the ability to listen to many sources: voters, experts, scientists, businesses, and vulnerable groups. Only by understanding the expectations and difficulties of the people can representatives bring a truly meaningful voice to the parliamentary arena.

Accordingly, Representative Nguyen Thi Suu stated that the three core competencies necessary for a National Assembly representative are legislative capacity, supervisory capacity, and policy critique capacity. Along with these are political and ethical qualities: integrity, objectivity, and independent thinking. Representatives need to maintain a spirit of lifelong learning because legal life is constantly evolving, with many new issues arising from practical experience and international contexts. Learning must be based on the foundation of Marxism-Leninism, Ho Chi Minh Thought, the Constitution and current laws, and be linked to the realities of Vietnam.
