Ninh Binh surveys the location of the international airport and a series of strategic projects.

Provincial Party Secretary Dang Xuan Phong and the working delegation surveyed the actual constructions including: the proposed location of Ninh Binh International Airport at positions 1, 2, 3 in the wards of Binh Son, Tan Minh, Thanh Binh, Binh My, Binh Luc, Liem Tuyen, Ninh Binh province; Doi Mountain Film Studio Area, Tien Son Ward; Nho Quan - Phu Ly - Thuong Tin 500kV DZ Construction Investment Project; Ninh Binh - Hai Phong Expressway Project (CT.08); Ninh Co Economic Zone, Nam Dinh Green Steel Project and Deepwater Port; sea encroachment plan in Rang Dong commune; Ninh Hoa Film Studio Planning Area Project in Hoa Lu and Tay Hoa Lu Wards, Project to Build the Dynamic Road for Socio-Economic Development of Ninh Binh Province (Hoa Lu - Nam Dinh); Construction of Thanh Liem - Cao Bo Road (T4 Axis); Construction of the Road connecting Hoa Lu with Longitudinal Axis 07; survey and planning of Nam Cao University and Ninh Binh High-Tech Park...

According to the report, the planned location of Ninh Binh International Airport at positions 1, 2, 3 in the wards of Binh Son, Tan Minh, Thanh Binh, Binh My, Binh Luc, Liem Tuyen, Ninh Binh province has a planning area of about 664 hectares (including 460 hectares of airport area, 189 hectares of civil aviation land, 15 hectares of military land, 1 hectare of VOR/DME land) with a total investment of about 23,218 billion VND, with investment capital mobilized from the state budget (Central and local) to support implementation and private sector capital, including equity capital and commercial loans mobilized by investors. It is expected to be built from 2027 and put into operation and exploitation by 2029.

After listening to the reports of local government leaders of Binh Son, Tan Minh, Thanh Binh, Binh My, Binh Luc wards and communes, Provincial Party Secretary Dang Xuan Phong requested that localities do a good job of clearing land for housing and religious buildings in the communes included in the project's planning.

The Provincial Party Secretary emphasized: The Resolution of the Ninh Binh Provincial Party Congress sets the goal of Ninh Binh becoming a centrally run city by 2030. To implement the above goals, tasks and orientations, the research and construction of the completion of transport infrastructure, including aviation infrastructure in Ninh Binh province is necessary and a solution to make a breakthrough in building synchronous infrastructure for the whole country in general and Ninh Binh province in particular in accordance with the Resolution of the 13th National Party Congress.

Next, the delegation surveyed the planning of the Nho Quan - Phu Ly - Thuong Tin 500/220kV Transmission Line project. This is a transmission line project passing through Ninh Binh province, including 131 column foundation positions and 71 corridor anchorages. Up to now, 121/131 column foundation positions and 29/71 corridor anchorages have been handed over and mobilized. The implementation process has not yet met the overall progress of the entire project. The main reason comes from the limited coordination between related parties, some procedures and legal documents have not been completed in time; there are still problems and difficulties in site clearance.

After listening to the report of the National Power Transmission Corporation (EVNNPT) and the project completion deadline of December 31, 2025, Provincial Party Secretary Dang Xuan Phong requested the investor and construction unit to coordinate with the two-level authorities in the localities to take strong and drastic measures on the issue of compensation, site clearance and complete the project 10 days ahead of the assigned time.

The field survey activities of the Working Group at the projects that the province focuses on leading and directing implementation are important projects, connecting regions, creating momentum for the province to promote socio-economic development in the period of 2025 - 2030 and the following years.

To speed up the progress of projects, the Ninh Binh Provincial Party Secretary requested local Party committees and authorities to focus on leadership to raise awareness, the role and responsibility of cadres and party members in site clearance work with a strong spirit in directing for the common development of the province. Localities need to step up propaganda work, mobilizing people to comply with the Party's guidelines and policies, and the State's policies and laws.

During the site clearance process, authorities at all levels must allocate sufficient funds for resettlement, determine resettlement locations early, and do a good job of social security to ensure stable lives for the people. Wards and communes must review projects. If there are key projects, they must promptly establish a Steering Committee, clearly assign people, tasks, and responsibilities to each group and individual in carrying out assigned political tasks.
