Hiep Phuoc Commune proposes to build new headquarters

The People's Committee of Hiep Phuoc Commune (HCMC) was re-used from the headquarters of the People's Committee of Long Thoi Commune (formerly) with facilities, offices and equipment that do not meet the working needs of cadres and civil servants.

On the afternoon of October 20th, Task Force No. 2, headed by Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, conducted a monitoring session on the implementation results of Plan No. 249-KH/UBKTTW of the Central Inspection Committee in Hiep Phuoc commune, Ho Chi Minh City.

Proposal to retain the non-specialized staff

During the meeting, representatives from Hiep Phuoc commune raised a number of difficulties and obstacles in the process of implementing the two-tiered local government model. After receiving 1,065 tasks from the district level, the commune People's Committee currently has 3 specialized departments and 1 Public Administrative Service Center, resulting in a high workload while the staffing level is insufficient.

The commune proposed a flexible, multi-criteria mechanism for allocating personnel, implementing a "framework staffing" mechanism for communes, wards, and special zones, and "supplementary staffing" for areas with unique characteristics such as large land areas, large populations, and many industrial zones. At the same time, the commune proposed retaining the non-specialized staff expected to retire before May 31, 2026, to work alongside new officials and civil servants.

Regarding facilities, the People's Committee of Hiep Phuoc commune is repurposed from the former headquarters of the People's Committee of Long Thoi commune. The existing facilities, offices, and equipment do not meet the needs of officials and civil servants. The Party Committee and Police offices are located far apart; in particular, the Public Administrative Service Center is temporarily located in the old parking area, with cramped working conditions and inadequate equipment. The People's Committee of Hiep Phuoc commune has sent a document to the Department of Construction and the Department of Finance, proposing the construction of a new headquarters on a plot of land exceeding 12,000 m² on Nguyen Van Tao street, ensuring adequate working space and services for the people.

Regarding compensation and land clearance, Hiep Phuoc commune requests that the City promptly issue directives allowing the establishment of a self-financing public service unit under the commune's direct control to proactively implement public investment projects, compensation and land clearance work, and provide essential services in the area.

During the meeting, Hiep Phuoc commune also raised difficulties in education . The commune currently has 11 schools at all levels (4 kindergartens, 5 primary schools, and 2 secondary schools). Due to the increasing population pressure each year, schools lack classrooms and have to utilize all functional rooms to ensure enough space for students. In addition, the student-to-class ratio in some schools is higher than the regulations, which has affected the quality of education. Hiep Phuoc commune proposed the immediate construction of an additional combined primary and secondary school.

Equipping commune-level public administrative service centers with standardized equipment.

Speaking at the meeting, Comrade Dang Minh Thong acknowledged and highly appreciated the efforts of the Party Committee, the government, and the staff and civil servants of Hiep Phuoc commune in operating the two-tiered local government model.

The comrade emphasized that, despite many difficulties in terms of personnel and infrastructure, the commune has basically met the requirements of its tasks, and its staff are capable, qualified, and experienced, demonstrating a high sense of responsibility in their work.

The comrade suggested that the commune continue to review all remaining tasks and obstacles, develop a plan to overcome them, and continue to submit specific recommendations.

At the meeting, Pham Huynh Quang Hieu, Deputy Director of the Ho Chi Minh City Department of Science and Technology, said that by the end of December 2025, 168 communes, wards, and special zones will be fully equipped with necessary equipment, while the transmission lines and network infrastructure will be fully equipped by January 2016.

Regarding this matter, Comrade Dang Minh Thong requested the Department of Science and Technology to expedite the process and ensure the synchronized and unified equipping of the commune-level Public Administrative Service Centers. “It is necessary to review the equipment needs at the Public Administrative Service Centers. A standard Public Administrative Service Center must be equipped with basic, complete, and synchronized equipment; avoiding a situation where some centers have equipment while others do not,” Comrade Dang Minh Thong emphasized.

Regarding compensation and land clearance, Comrade Dang Minh Thong instructed localities to proactively compile a list of key projects so that the Department of Agriculture and Environment can establish a working group to support and help resolve difficulties at the grassroots level. He also noted that communes need to review existing public land and assets, assess their effective use, and avoid waste or abandonment. Based on this, auctions and tenders can be organized for rational exploitation to generate investment capital for key local projects, especially schools.

Furthermore, it is necessary to continue focusing on Party development, paying particular attention to recruiting members from the teaching staff, healthcare workers , non-state enterprises, and residential areas. Alongside this, it is crucial to closely monitor the people's situation, strengthen propaganda, and guide public opinion positively, especially in the lead-up to the 14th National Congress of the Party.
