Striving to establish a public Center for Supporting the Development of Inclusive Education by January 2026

On the afternoon of December 2, the Provincial People's Committee listened to a report on the implementation of the work of caring for and protecting children in difficult circumstances, the orientation for the coming time and the plan to establish the Center for Supporting the Development of Public Inclusive Education in Quang Ninh Province. In 2025, the whole province will have 364,893 children under 16 years old, of which 112,526 are under 6 years old (accounting for about 30.8%). Of which, 4,226 children are in special circumstances, 4,577 children are at risk of falling into special circumstances.

In recent times, the province has always paid attention to the protection and care of children, especially children in special circumstances, including orphans, disabled children and children affected by natural disasters, accidents and epidemics. The province has issued policies, programs, action plans and directed departments, branches and localities to synchronously implement activities to care for, protect, nurture, educate and provide spiritual support for children, while mobilizing social resources to participate.

Representative of the Provincial Association for the Protection of People with Disabilities and Orphans spoke at the meeting.

The provincial level has organized working groups to visit and present gifts to children being treated at medical facilities and children being cared for at the Provincial Center for the Protection and Care of Children in Special Circumstances. Thereby, 1,563 children were visited and presented with gifts with a total cost of over 258 million VND. Units have presented 2,013 gifts to children in special circumstances and disadvantaged children with a total cost of over 843 million VND. The whole province has 453 children sponsored and assisted by 289 units, organizations and individuals .

The Center for Supporting the Development of Public Inclusive Education in Quang Ninh Province was established with the goal of supporting inclusive education, early intervention and capacity development for children with disabilities. ensure educational equity, meet the urgent needs of parents, ensure social security.

Concluding the meeting, Comrade Nguyen Thi Hanh, Vice Chairwoman of the Provincial People's Committee, assigned the Department of Health to take the lead in advising on the development of a plan and action program to implement Conclusion No. 432-TB/VPTW (dated November 26, 2025) of General Secretary To Lam at the working session with the Party Committee of the Ministry of Health and central ministries and branches on the care and protection of children in special circumstances. In particular, focusing on solutions to minimize the number of abandoned children; ensuring that all abandoned children are received, cared for safely and promptly; innovating the model of care for children in special circumstances, improving the capacity of the existing social protection system. Comrade assigned the Department of Education and Training to develop a project for the Center for Supporting the Development of Public Inclusive Education in Quang Ninh province, striving to operate the Center in January 2026.

The Department of Health coordinates with relevant departments, branches and sectors to study, review and screen children, and find a suitable location to integrate the Quang Ninh Social Assistance Center and the Quang Ninh Public Inclusive Education Development Support Center to ensure comprehensive care, nurturing and education.
