Accordingly, since the beginning of the year, Quang Ninh has issued and implemented many key resolutions and projects on administrative reform, building e-government and digital government. Along with that is a series of comprehensive digital transformation tasks in all fields, from economy , investment, resources to health, education... These steps not only change the way the state apparatus operates, but also contribute to improving the quality of service to people and businesses.

Special, Quang Ninh has promoted administrative procedure reform at all levels and sectors, with people and businesses at the center of service. Currently, the province has 2,219/2,247 administrative procedures providing online public services (reaching 98.7%), of which 1,658 administrative procedures are fully completed and 561 administrative procedures are partially completed online. Along with that, 100% of transactions on the National Public Service Portal and the Provincial Administrative Procedure Information System are authenticated electronically via VNeID; 100% of input documents are digitized; especially 100% of procedures have a process established to ensure clear identification of people, work, and processing time...

The Provincial Public Administration Service Center has updated 250 administrative procedures to the provincial administrative procedure settlement information system (including: 64 newly announced administrative procedures; 125 amended and supplemented administrative procedures; 49 replaced and abolished administrative procedures). In the process of comprehensive digital transformation, the activities of the Provincial Public Administration Service Center have increasingly shown efficiency, serving people and businesses better and better. Since 2016, a centralized online public service provision system has been built by Quang Ninh, providing full information on the list of administrative procedures, settlement authority, detailed records, procedures, and settlement time limits; at the same time, ensuring 100% collection of fees and charges for handling administrative procedures through electronic payment and non-cash payment.

In order to facilitate businesses' operations, the province continues to promote reform and digitization of administrative procedures, transparency of investment processes, and improvement of management capacity. These efforts help businesses remove obstacles, confidently expand production and business, thereby contributing to increasing investment attraction for the province. As of November 10, 2025, Quang Ninh has attracted VND 240,394 billion in domestic and foreign investment capital, 7.9 times higher than in 2024, a growth rate that demonstrates outstanding attraction in the context of increasingly fierce competition to attract investment between provinces. With 100 new projects with a total registered capital of nearly VND 185,000 billion and 221 projects with increased capital of more than VND 55,000 billion, the capital flow into the province is not only large in quantity, but also focused on industries that contribute greatly to long-term growth. It is estimated that for the whole year, Quang Ninh can reach 503,447 billion VND in investment capital, an increase of more than 16 times compared to the previous year.

In particular, from July 1, 2025, Quang Ninh officially operates a 2-level local government model in the spirit of Resolution 37-NQ/TW. This is a fundamental transformation step to streamline the organizational apparatus, improve the effectiveness and efficiency of government operations at all levels. Right from the first days of implementation, localities have proactively completed the apparatus, arranged reasonable personnel, and reviewed and unified the process of handling administrative procedures from the province to the grassroots level. The province also directed to strengthen the application of IT, connect databases, and ensure online public services operate stably and smoothly.

From the place where people and businesses had to "come to" the government, the government has now proactively come closer to the people. Difficulties in handling administrative procedures are reviewed and handled right at the grassroots level, helping to reduce time and costs and facilitate production and business activities. Many projects have been accelerated, contributing to improving the management and operation efficiency of the entire system. The implementation of the two-level government model continues to affirm the right direction in building a modern, professional administration that is closer to the people.

Strong, synchronous and consistent reform efforts are creating clear changes in the operations of governments at all levels, contributing to improving the quality of services for people and businesses and promoting an increasingly open and transparent investment environment.
