
By December 11, 2025, the Don Duong branch of the Vietnam Bank for Social Policies (VBSP) had reviewed over 200 affected households and disbursed loans for production recovery in all communes in the area. Mr. Nguyen Tien Dung, Deputy Director of VBSP Don Duong, stated: “The bank has coordinated with associations and the People's Committees of the communes to review each affected household, guiding them in preparing supplementary loan applications and production recovery loans. We strive to deliver capital to the people as quickly as possible, prioritizing timely disbursement so that people can recover from their losses.”
According to Ms. Nguyen Thi Ngoc Thu, Director of the Vietnam Bank for Social Policies (VBSP) Lam Dong Provincial Branch: The VBSP, in coordination with local authorities, entrusted socio-political organizations, and relevant units, reviews customers affected by floods who need loans for reconstruction, production, and stabilizing their lives; simultaneously, they guide loan application procedures, organize open and transparent review meetings; quickly establish loan files, and organize timely disbursement at VBSP transaction points.
Simultaneously, the Vietnam Bank for Social Policies (VBSP) is also focusing on allocating remaining funds to be implemented according to plan, and recovered funds (from the central and local governments) to support households affected by the disaster. Priority is given to accepting loan applications for production restoration and reconstruction for poor households, near-poor households, newly-escaped-poverty households, ethnic minority households, and those severely affected by storms and floods; implementing debt management measures such as debt extension, debt restructuring, and debt write-off for risky loans…

The Vietnam Bank for Social Policies (NHCSXH) has supplemented 306 billion VND, mainly from the capital of the job creation, maintenance and expansion program for households engaged in production and business in difficult areas, and from local budgets. An additional 200 billion VND has been transferred through NHCSXH to support people in overcoming the consequences of natural disasters after storms and floods. With the allocated capital, the branch has promptly disbursed loans. From November 20, 2025 to the present, 5,767 households have received policy credit funds totaling over 398 billion VND to restore production and stabilize livelihoods.
This policy, implemented according to a resolution and decision of the Prime Minister, provides a 2% annual interest rate reduction for loans for three months (from October to December 2025). It is intended for approximately 3 million customers affected by floods and storms in 22 provinces and cities, with an estimated interest subsidy of over 1.1 trillion VND. Specifically for the four localities affected by Typhoon No. 13: Gia Lai, Dak Lak , Lam Dong, and Khanh Hoa, the Vietnam Bank for Social Policies (VBSP) is finalizing procedures to submit the plan to the Prime Minister for consideration and application to nearly 1 million affected customers, with an estimated interest subsidy of nearly 300 billion VND.
According to the report on disaster relief in Lam Dong province, as of December 1, 2025, 76 houses were destroyed, collapsed, or swept away (23 houses required assistance to rebuild, 53 houses were built by residents themselves), 749 houses were damaged (206 houses needed assistance for repairs, 543 houses were repaired by residents themselves), and a total of 4,570 hectares of crops were affected.
At the government press conference on December 6th, Deputy Governor of the State Bank of Vietnam, Pham Thanh Ha, provided the following information: “Through assessment and review of the situation, approximately 250,000 borrowers at banks have been affected by storms and floods, with a total outstanding debt of about 60,000 billion VND. Banks have restructured loan terms and reduced interest rates by 0.5 - 2% for 3 - 6 months for nearly 24,000 customers, with outstanding debt of about 14,000 billion VND.”
In addition, to support people and businesses affected by storms and floods, the banking sector is implementing programs and credit packages with interest rates lower than normal lending rates to help people restore production and business after the storms, with a scale of approximately 70,000 billion VND. To date, nearly 1,500 billion VND has been disbursed to about 6,500 customers in various sectors…
