Also attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Standing Committee of the Steering Committee; Minister of Construction Tran Hong Minh, members of the Steering Committee, leaders of ministries and sectors; and leaders of provinces and cities through which the railway projects pass.

Attending the meeting at the Lao Cai branch were Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Comrade Nguyen The Phuoc, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee.
Since the third meeting of the Steering Committee, the Prime Minister and Deputy Prime Ministers have chaired numerous meetings; issued nearly 20 directives on issues related to key national projects and important railway projects. Of these, ministries, sectors, and localities have been assigned 39 tasks, focusing on resolving difficulties and obstacles and accelerating investment preparation procedures for these projects.
To date, the agencies have completed 16 tasks that meet the requirements, including several important ones. In addition, the agencies are actively focusing on implementing 10 tasks that are part of their regular management and operational work; 8 tasks that are behind schedule but require more time due to involvement with foreign partners or the need for further implementation; and 5 tasks that are not yet due.

At the meeting, representatives from the Ministry of Construction reported on the results of implementing the tasks assigned by the Steering Committee and the progress of railway projects; they also outlined several key tasks for the coming period.
Following this, representatives from ministries, departments, and localities reported on the progress of projects; clarified some difficulties and obstacles; and proposed solutions to accelerate the implementation of railway projects.
For Lao Cai province:
The Lao Cai - Hanoi - Hai Phong railway construction project spans 143.29 km through Lao Cai province, passing through 12 communes and wards. The total cost for land acquisition for the section within Lao Cai province is approximately 8,200 billion VND.
According to the Prime Minister's concluding notices, the total number of tasks assigned to Lao Cai province is 12; to date, 7 tasks have been completed; and 5 tasks are being implemented according to schedule (mainly tasks that require regular monitoring and acceleration of land clearance progress).
As of October 20, 2025, the project had disbursed VND 167.3 billion from local budget advances and project-allocated funds.

Concluding the meeting, Prime Minister Pham Minh Chinh requested that in the coming period, ministries, sectors, and localities should focus on transferring and mastering science and technology; mobilize maximum resources, especially qualified and capable officials and civil servants, to carry out tasks; uphold high morale and determination in implementation; focus on removing legal and institutional barriers, and minimize administrative procedures.
In assigning and organizing tasks, he emphasized the need to ensure "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear results; and to implement work in the spirit of "three easy points": easy to check, easy to supervise, and easy to evaluate.
The head of government also emphasized the "three yes" principle: benefiting the State, benefiting the people, and benefiting businesses; and the "two no's" principle: preventing corruption and negative practices, and preventing the loss and waste of public assets and the people's and State's money during the implementation of projects.
