Attending the meeting at Lao Cai bridge were comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrade Nguyen The Phuoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.
Since the 3rd meeting of the Steering Committee, the Prime Minister and Deputy Prime Ministers have chaired many meetings; issued nearly 20 documents directing issues related to key works and important national projects in the railway sector, in which ministries, branches and localities have been assigned 39 tasks, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects.
To date, the agencies have completed 16 tasks that meet requirements, including a number of important tasks. In addition, the agencies are actively and focused on implementing 10 tasks that are regular direction and management tasks; 8 tasks have not met the progress but in reality need time because they are related to foreign partners or need time to perform; 5 tasks have not yet reached the deadline.

At the meeting, representatives of the Ministry of Construction reported on the implementation of tasks assigned by the Steering Committee and the progress of railway projects and works; and at the same time, deployed a number of key tasks in the coming time.
Next, representatives of ministries, branches and localities reported on the progress of projects; clarified some difficulties and problems and recommended and proposed solutions to speed up the progress of projects in the railway sector.
For Lao Cai province:
The Lao Cai - Hanoi - Hai Phong railway construction investment project has a length of 143.29km through Lao Cai province, passing through 12 communes and wards. The total cost of site clearance for the section passing through Lao Cai province is about 8,200 billion VND.
The total number of tasks assigned to Lao Cai province according to the Prime Minister's concluding announcements is 12; to date, 7 tasks have been completed; 5 tasks are being carried out on schedule (mainly regular tasks to urge and speed up site clearance progress).
As of October 20, 2025, the project has disbursed 167.3 billion VND from local budget advances and assigned project capital.

Concluding the meeting, Prime Minister Pham Minh Chinh requested that in the coming time, ministries, branches and localities need to focus on transferring and mastering science and technology; mobilizing maximum resources, especially qualified and capable officials and civil servants to arrange for the implementation of tasks; promoting high ideology and determination in organizing implementation; focusing on removing legal and institutional barriers, and minimizing administrative procedures.
In assigning and organizing implementation, he requested to ensure "6 clarity": clear people, clear work, clear time, clear responsibility, clear authority and clear results; deploying work in the spirit of "3 easy": easy to check, easy to urge, easy to evaluate.
The Head of Government also emphasized the principle of "3 yes": Beneficial for the State, beneficial for the people, beneficial for businesses and "2 no": No corruption, negativity and no loss or waste of public assets, people's money and the State's money in the process of implementing projects.
