Ha Tinh Department of Construction urges progress of resettlement area of ​​high-speed railway project

(Baohatinh.vn) - According to the Department of Construction of Ha Tinh, the progress of implementing resettlement areas has not met the requirements of the land acquisition plan issued in Decision No. 1570/QD-UBND dated June 26, 2025 of the Provincial People's Committee.

The Department of Construction - the standing agency of the Steering Committee for Site Clearance and Site Clearance of the North-South high-speed railway project (project) passing through Ha Tinh province has just reported on the implementation of site clearance work for the Project in the reporting period from November 21 to December 4, 2025.

People of Trai Le village (Xuan Loc commune, Ha Tinh province) are ready to hand over nearly 12 hectares of land and many solid assets so that the North-South high-speed railway project can be implemented smoothly.

Accordingly, regarding the implementation of site clearance work, up to now, the work of measuring and counting the actual land in the field as well as the work of pricing and approving compensation plans for land and assets within the scope of site clearance of the project have not met the conditions for implementation (because the investor has not yet handed over the site clearance piles, it is expected that the official markers will be handed over by March 2026); the localities have mainly performed the preparation tasks (counting, preliminary pricing...) based on the preliminary boundaries.

Regarding the implementation of resettlement areas, the province has 35 resettlement areas in 18 communes and wards. Up to now, 4/35 resettlement areas have not yet had their planning approved (including 2 areas in Cam Due commune, 2 areas in Ky Van commune).

Of the 31/35 areas with approved planning, 1/31 areas (Lien Vinh village area, Ha Huy Tap ward) have completed procedures and started construction, with output value reaching nearly 40%; 1/31 mixed resettlement areas (Cam Hung commune) do not have to prepare design documents; 23/31 areas have completed preliminary design documents and have sent them to the Department of Construction for review (the Department of Construction has given opinions to localities on completed documents and sent typical designs directly to investors and design consultants for research and application to ensure consistency); the remaining 6/31 areas with approved planning are still in the stage of preparing design documents, not yet completed and sent to the Department of Construction for review as required.

According to the assessment, the progress of implementing resettlement areas has not met the requirements of the land acquisition plan issued in Decision No. 1570/QD-UBND dated June 26, 2025.

The main reason is that the investment process and procedures for the remaining resettlement areas do not have specific instructions (it is not yet determined whether the competent authority to decide on investment is at the commune or provincial level). In addition, some localities are still slow in implementing investment preparation procedures, not meeting the required progress (especially Ky Van and Cam Due communes, the establishment and approval of resettlement area planning is under the authority of the commune but up to now the planning has not been approved).

To ensure the progress of construction of resettlement areas to meet the project schedule, the Department of Construction requests the Provincial People's Committee and the head of the Provincial Steering Committee's working group to direct departments, branches, and localities where the project passes through to urgently implement related contents.

Specifically, the Department of Finance should soon advise on the investment process for resettlement areas so that localities have a basis to organize the establishment and approval of designs, in order to organize the groundbreaking of resettlement areas.

The Department of Industry and Trade coordinates, receives dossiers; organizes review, guides communes and wards (investors) to complete dossiers of power supply items of resettlement projects, ensuring full preparation, ready for submission for appraisal and approval when qualified.

The People's Committees of Cam Due and Ky Van communes urgently complete and approve the planning of resettlement areas before December 8, 2025; at the same time, complete the design documents and send them to the Department of Construction before December 15, 2025 for inspection, review, and guidance on supplementing and completing the documents.

The People's Committees of Duc Thinh, Toan Luu, Thach Ha, and Ky Hoa communes (localities that have approved planning but have not yet completed the design) urgently complete the survey and design documents for resettlement areas and send them to the Department of Construction and the Department of Industry and Trade (if there is an electricity supply item) before December 6, 2025 for inspection, review, and guidance on supplementing and completing the documents.

Communes and wards have sent design documents to the Department of Construction to urgently direct design consultants to edit and supplement the documents according to the Department of Construction's opinions to ensure progress.
