
Vung Ang 1 Thermal Power Plant with 2 units and a total capacity of 1,200 MW has been considered a key project for many years, playing a key role in the province's electricity production industry and making an important contribution to local socio -economic development. In 2025, the plant strives to achieve the production target of 6.5 billion kWh.
In July 2025, Unit 1 of the Vung Ang II Thermal Power Plant with a designed capacity of 665 MW was also put into operation. However, due to the severe impact of the storm at the end of September, the plant is currently having to temporarily stop operations for repairs.
Not only Vung Ang I Thermal Power Plant and Vung Ang II Thermal Power Plant, in recent times, Ha Tinh has attracted many energy projects to invest in the area, contributing to ensuring energy security, supporting the development of industry - services and attracting new investment in the area. Mr. Le Duc Hung - Head of Energy Management Department, Department of Industry and Trade said: In the province, there are 12 factories and power source projects that have come into operation with a total installed capacity of about 2,842.3 MW. Of which, there are 3 thermal power plants, 6 hydropower plants, 2 solar power plants and about 140 MWp from rooftop solar power systems installed before December 31, 2020.

In recent years, Ha Tinh has gradually asserted its position as an attractive destination for investors in the energy sector. In addition to the projects that have been put into operation, many energy projects are being implemented, constructed, completing investment procedures and preparing for investment, which will make an important contribution to the development of the energy sector in the area in the coming period.
Currently, Unit 2 of Vung Ang II Thermal Power Plant (capacity 600 MW) is continuing construction (expected to be completed in August 2026). Vu Quang Hydropower Plant (capacity 4.8 MW) has completed construction and is preparing for operation. The North Central LNG Warehouse Project has been approved for investment. Vung Ang III LNG Thermal Power Plant with a designed capacity of 1,500 MW is in the process of appraisal and consulting the Provincial People's Committee to approve the investment policy.
The renewable energy sector has also attracted investment interest from businesses. The HBRE Ha Tinh Wind Farm project is adjusting its investment policy and completing procedures to prepare for construction. The two projects Eco Wind Ky Anh Wind Power Plant and Ky Anh Wind Power Plant have been approved by the Provincial People's Committee for investment policy and investor approval. The Hong Loc Waste-to-Energy Plant (30 MW) is in the process of implementing investment procedures.

Recently, Prime Minister Pham Minh Chinh approved two projects in Ha Tinh in the list of important national works and projects, key to the energy sector, including the Vung Ang III LNG Thermal Power Plant project (designed capacity of 1,500 MW, expected to operate in the 2031-2032 period) and the North Central LNG Warehouse project (expected to operate in the 2029-2030 period). This shows the strategic importance of Ha Tinh in national energy development.
To attract investors, in addition to the advantages of natural conditions and developed transport infrastructure, the leaders of Ha Tinh province and all levels and sectors have actively promoted investment, implemented many synchronous solutions on administrative reform and business support, thereby "scoring points" with investors.
Mr. Pham Van Tinh - Deputy Head of the Provincial Economic Zone Management Board said: "In recent times, the unit has increased promotion and investment calling in line with the province's investment attraction orientation in economic zones and industrial parks in the area, including power generation projects, renewable energy projects, clean energy projects. At the same time, the management board also coordinated with departments, branches, and localities to speed up procedures so that projects that have approved investment policies can be deployed and put into operation soon; grasp the production situation of enterprises, creating favorable conditions for projects to operate effectively".
Implementing Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security by 2030, with a vision to 2045, the Standing Committee of the Ha Tinh Provincial Party Committee has issued an Action Program with the goal of forming and developing Ha Tinh into an energy center of the North Central region by 2030, in which the Vung Ang Economic Zone is the nucleus of LNG gas transit and developing the electricity - metallurgy - chemical - LNG gas industrial cluster. At the same time, increase the proportion of renewable energy and new energy in the province's power source structure in accordance with the direction of the adjusted Power Plan VIII, ensuring compliance with the province's development space.

To achieve these goals, the requirement for all levels, sectors and specialized agencies is to promptly specify the orientations through implementation plans, especially removing "bottlenecks" and speeding up the progress of key projects to create a synchronous energy development axis.
Mr. Le Duc Hung - Head of Energy Management Department, Department of Industry and Trade said: In the coming time, the department will proactively advise the Provincial People's Committee to develop a detailed plan, assign specific tasks to departments, branches and localities. At the same time, strengthen inspection, supervision, and closely coordinate with central ministries, branches and investors to remove difficulties and obstacles in site clearance, investment procedures, land, environment..., speed up progress, and be determined to complete key energy projects identified in the adjusted Power Plan VIII and the Provincial Plan.
The Department also continues to advise on perfecting mechanisms and policies to attract investment resources in the energy sector; promote green and sustainable energy transition, encourage self-production - self-consumption models, use energy economically and efficiently, ensuring the successful implementation of the goals set out in Resolution No. 70-NQ/TW of the Politburo and the Action Program of the Provincial Party Committee.

With great potential for deep-water ports, large land funds, advantages for developing wind power, solar power, etc., Ha Tinh is facing a golden opportunity to break through and become an energy center. The implementation of projects, along with the high determination of the political system and the support of businesses, promises to make Ha Tinh a "bright spot" on the energy map of the region and the country in the coming period.
