Vung Ang 1 Thermal Power Plant (belonging to Ha Tinh Petroleum Power Company) has a capacity of 1,200 MW including 2 units (each unit 600 MW), using direct pulverized coal combustion technology, subcritical steam parameters, with main equipment systems coming from G7 countries. Experts assess this as one of the high-efficiency thermal power plants, meeting environmental requirements in Vietnam's power system.

Previously, every 2-3 days, the Fuel Workshop regularly welcomed coal ships with a capacity of 20,000-30,000 tons to dock at the specialized port of Vung Ang 1 Thermal Power Plant to serve the production line. However, due to the impact of natural disasters and storms, the coal import work of the factory has recently encountered many difficulties, with the risk of a lack of coal to ensure power generation needs. In October 2025 alone, due to storms, big waves, and strong winds, the number of coal ships docking at the factory's specialized port has decreased. Notably, since the beginning of November until now, no coal has been imported, causing the factory's coal inventory to decrease to 240,000 tons, lower than the previous average level of 300,000 tons.
Mr. Vu Tran Thanh Hai - Deputy Manager of Fuel Workshop (Vung Ang 1 Thermal Power Plant) said: "With the current amount of coal, the plant can only maintain power generation for about a month. If the weather continues to get worse, we will proactively coordinate and implement a plan to import coal by road to avoid production interruption, even though the cost is higher and the transport output is lower."

Currently, Vung Ang 1 Thermal Power Plant is using three main types of coal including: 5a.10 fine coal, 5a.14 fine coal supplied by Vietnam National Coal - Mineral Industries Group (TKV) (accounting for 70%) and imported coal from Laos (accounting for 30%) supplied by Hoanh Son Group Joint Stock Company. The consumption of Lao coal is a step to realize the Coal Trading Cooperation Agreement between the Government of Vietnam and the Government of Laos signed on January 9, 2025.
Since the beginning of 2025, the factory has imported 2.4 million tons of coal and consumed nearly 2.3 million tons; it is expected that in the last two months of the year, the consumption demand will be about 500,000 tons more.
Faced with unstable weather conditions, Ha Tinh Oil and Gas Power Company is proactively coordinating with partners to adjust coal import plans to ensure stable operation of the power production line. The proactive development of a plan to import coal by road not only demonstrates the flexibility and quick response to natural disaster risks of Vung Ang 1 Thermal Power Plant, but also demonstrates the unit's determination to ensure a stable electricity supply for the economy .
Along with ensuring fuel sources, the factory focuses on electricity production according to the capacity mobilization order from the National Power System Control Center.

Mr. Hoang Thanh Dung - Operation Workshop Manager said: "At this time, the factory generates an average output of more than 16 million kWh/day to the national grid. At the end of the year, the demand for electricity for production - business and consumption of the business community and people is forecast to increase. We are always proactive in technical solutions, improving the availability of the generator and ready to operate according to dispatch orders. The factory is also applying artificial intelligence (AI) in operational monitoring, optimizing control systems such as: main steam temperature, Reheat steam, Nox removal system... At the same time, promoting technical initiatives and management improvements to improve operational efficiency and save costs".
Vung Ang 1 Thermal Power Plant has made a great contribution to the production and business activities of the Vietnam Oil and Gas Group. In particular, in recent years, along with the growth of electricity load in the Northern region, the important role of Vung Ang 1 Thermal Power Plant has been further affirmed. On average, each year, the plant contributes about 30% of the total revenue and total commercial electricity output of the Corporation.
In the first 10 months of 2025, Vung Ang 1 Thermal Power Plant generated 5,014 million kWh, with revenue reaching about VND 9,761 billion. It is expected that in the last 2 months of the year, the unit will strive to complete the commercial electricity output plan assigned by the Vietnam Oil and Gas Group.




In the context of the current volatile electricity market, Vung Ang 1 Thermal Power Plant continues to firmly pursue the direction of technology modernization, optimizing operations, ensuring safety - efficiency - sustainability, contributing to maintaining national energy security and promoting economic growth of the province.
