Faced with the complicated developments of storm No. 13, all levels, sectors and localities in the province are focusing on synchronously implementing prevention and control measures with the determination to minimize damage to people and property.
Regarding the evacuation of people, up to now, localities have basically completed the relocation of people in two forms: concentrated and interleaved.
Regarding flood response work, according to the plan to evacuate people to respond to flood water levels from Warning Level 3 to below Warning Level 3 + 1m, the whole province has 1,050 households with 3,455 people needing to be evacuated (of which 898 households, 3,220 people are evacuated; 152 households, 235 people are concentrated). The functional forces are assigned to guard and guide traffic safety at culverts, spillways, deep flooded areas, and fast-flowing water such as routes DT.640, DT.629, DT.633 (Cho Gom - De Gi), DT.636...
The “4 on-the-spot” work was vigorously deployed. The Provincial Party Committee established a provincial-level forward command post, assigning comrades in the Provincial Party Committee Standing Committee, leaders of the Provincial People's Committee, the Provincial Military Command and the Provincial Police to be in charge of specific areas. The armed forces organized 100% of their troops on duty from the night of November 5, with 8,770 people on duty in key, high-risk areas.
Regarding the situation of fishing boats, all fishing boats in the province have received information about storm No. 13. As of 10:00 on November 6, there were 196 boats with 1,100 fishermen operating at sea; currently there are no fishing boats in the storm's affected area. All have safely anchored on islands in the Truong Sa archipelago. The Provincial People's Committee has issued a ban on going to sea from 5:00 p.m. on November 5 until the final announcement about the storm.
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan requested the forces to clarify the deployment plan at each station, and at the same time review and adjust the military and police forces to ensure suitability with the actual situation.
For areas at high risk of flooding, the Chairman of the Provincial People's Committee requested to continue inspections. If safety is not guaranteed when the flood peak rises, it is necessary to urgently evacuate people to safe places, especially households with level 4 houses and houses with corrugated iron roofs. Localities need to continue to survey and update the situation to promptly evacuate when necessary.
The Chairman of the Provincial People's Committee emphasized the spirit of direction is to be proactive, prevent at the highest level, be ready to respond in all situations, not to let human losses occur, with the motto of action "prevent further than forecast" to ensure absolute safety for the people.
