Thuong Tin Commune People's Council approved the Working Regulations to improve operational efficiency.

HNP - On November 6, the People's Council of Thuong Tin commune, term I, 2021-2026, held the third session (special session) to discuss, consider and vote to pass the Resolution on promulgating the Working Regulations of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and People's Council delegates of Thuong Tin commune for the term 2021-2026 according to their authority.

Based on the Report and documents of the Standing Committee of the People's Council of Thuong Tin commune presented to the meeting, the delegates discussed, agreed and voted to pass the Resolution promulgating the Working Regulations of the People's Council, the Standing Committee of the People's Council, the People's Council Committees, the People's Council Delegation Groups and the People's Council delegates of the commune.

The adoption of the Resolution promulgating the Working Regulations aims to ensure that the People's Council of the commune operates stably, in accordance with legal regulations, and fully promotes the role of the State power agency in the locality. The Working Regulations of the People's Council, the Standing Committee of the People's Council, the People's Council's committees, the People's Council Delegation Group and the People's Council delegates of the commune are issued as an important basis to contribute to improving the quality, effectiveness and efficiency of the People's Council's operations throughout the term and in the following years, meeting the development requirements of the commune, as well as the expectations of local voters.

Immediately after the thematic session, the People's Council of Thuong Tin commune held a session to explain the implementation of the Resolution of the 1st Congress of the Party Committee of Thuong Tin commune, term 2025-2030 and the Resolution of the People's Council of the commune on the socio -economic development plan for 2025.

Speaking at the explanation session, Party Secretary and Chairman of the People's Council Nguyen Xuan Minh emphasized that from July 1, 2025 to now, the activities of the two-level local government have gradually become routine; the political , economic and social situation has been stable; national defense and security have been maintained; administrative reform and many other fields have achieved positive results.

State management from commune to grassroots has undergone many changes; administrative procedures have been standardized, shortening time; online public services and digital infrastructure have been deployed synchronously, contributing to improving the quality of service to people and businesses. Voters of Thuong Tin commune proposed many groups of issues

However, after four months of operating the two-level local government model, Thuong Tin commune still faces many difficulties and challenges. Specifically, the division of authority in some contents is not clear; information technology infrastructure and digital transformation are still lacking in synchronization, the connection system still has errors, data is not interconnected, affecting the progress of administrative records settlement. In addition, political security and social order and safety in some places still have potential factors of instability; investment in technical infrastructure, economy, domestic water supply, environmental sanitation, waste collection and treatment is still limited; land consolidation and plot exchange, and issuance of agricultural land use right certificates are still entangled...

Previously, the Standing Committee of the People's Council of Thuong Tin commune conducted a field survey in 37 villages, residential areas, schools and commune health stations, recording 257 opinions and recommendations from people and representatives of units to forward to specialized departments and offices for consideration and handling according to their authority.

At the explanation session, 5 delegates of the Commune People's Council raised questions and made recommendations for explanations 6 times. Representatives of the Commune People's Committee, including 3 leaders in charge of various sectors, directly explained and clarified issues of concern to voters such as: the supply of domestic water, investment capital for projects, progress of construction of standard kindergartens, as well as support policies for caretakers of historical and cultural relics and martyrs' cemeteries in the area...
