According to records, on November 6, 2025, before storm No. 13 made landfall, the Southeast region of the province had light rain. Some large reservoirs such as Song Luy, Ca Giay, Song Quao... were still maintaining flood discharge, ensuring reservoir safety.

The company also proactively reviews and ensures the safety of works by checking and reviewing all lakes, dams, canals, and spillways. Especially works under construction, works at risk of being unsafe, and downstream areas with residents. Proactively operate and regulate water according to approved procedures, and promptly and flexibly lower the water level of the reservoir to safely receive floods, absolutely do not discharge floods abnormally that endanger downstream areas. Faced with the complicated developments of storm No. 13, Mr. Nguyen Ha Loc - Deputy Director of the Department of Agriculture and Environment requested relevant departments, branches, units and localities to arrange 24/24-hour on-duty forces at the focal points of the irrigation systems in operation during the storm, especially at the focal points of irrigation reservoirs. Promptly handle unusual situations according to the "4 on-site" principle when there is a construction incident. Check and review key irrigation works, risks of incidents to proactively deploy response plans to ensure the safety of the works. In particular, pay special attention to the safety of irrigation reservoirs under construction. Pay attention to deep construction items, underground works, diversion works; be ready to evacuate people, machinery, construction equipment at risk of being affected...
The important solution to cope with floods that the Department of Agriculture and Environment focuses on is to closely monitor the flow to reservoirs. From there, early warnings are given to people in the downstream areas about flooded areas when reservoirs discharge floodwaters according to the scenarios on the flood map. On the other hand, promptly notify the People's Committees of communes and wards where reservoirs are located to organize the evacuation of people and property to safe places, deploy response measures, ensure human safety, minimize damage to people's property and technical infrastructure works in the downstream areas. For important irrigation reservoirs that do not ensure safety, it is necessary to consider limiting water storage or not storing water. Closely monitor, fully update, and promptly inform local people about the situation and forecast the development of storm Kalmaegi to proactively deploy response measures, minimize damage; have appropriate production plans, ensure safety of people and property.
Regarding the work of ensuring reservoir safety and proactively responding to storm No. 13, on November 6, Vice Chairman of the Provincial People's Committee Nguyen Minh directly inspected the operation of reservoirs in the Southeast of Lam Dong such as: Song Luy, Ca Giay, Song Quao, Ba Bau... Accordingly, the leaders of the Provincial People's Committee requested Binh Thuan Irrigation Works Exploitation Company Limited and departments, branches and localities to continue to develop plans with many detailed scenarios, well implement the 4-on-the-spot motto, equipment and materials, and on-site logistics must be ensured. In case the flood situation develops complicatedly, the flood discharge regulation process needs to continuously and promptly warn people so that they know and proactively respond. Coordinate well with local authorities during the operation process, proactively propagate and mobilize people, absolutely ensure safety, prevent human casualties, and minimize damage to people's property during the regulation process. At all costs, do not be subjective and be proactive in every situation.
According to the warning of the National Center for Hydro-Meteorological Forecasting, storm No. 13 (Kalmaegi) is a very strong storm, which can maintain level 14 - 15, gusting over level 17, causing strong winds, high waves, and heavy rains of up to 600 mm. Thereby, there is a potential risk of flash floods and landslides, especially serious in the Central and Central Highlands regions.
