From the night of November 5 to noon of November 6, due to the influence of storm No. 13, Tam Giang commune experienced relatively heavy rain and strong gusts of wind. Vulnerable locations that may be prone to flash floods and landslides include: culvert 135 in Tam Khanh village; culvert Xom 5 - Tam Hop village, Suoi Tran in Giang Tho village; locations near streams, creek banks, and water confluences in the commune.
Faced with the above situation, the Commune People's Committee issued Official Dispatch No. 893/UBND-KT dated November 5, 2025 on urgently and proactively implementing a response plan to storm No. 13 and floods in the commune.

On the afternoon of November 5, two working groups of the commune inspected 5 locations: Ea Bir dam, Ea Ngah dam, 135 Tam Khanh bridge, Tam Khanh dam and 8 households in the low-lying area of Tam Da village.
The Commune People's Committee directed the Commune Civil Defense Command to maintain 24/7 duty; assign members in charge of the area, response teams in villages and hamlets. The Commune Police and the Commune Military Command quickly inspected key points (Xom 5 spillway, Tam Khanh, Tam Da, Giang Tho stream), ready to put up warning signs and ropes to prohibit passage when the water rises.
Specialized units coordinated to review all households in areas at risk of landslides and flooding; prepare evacuation plans to the village cultural house and school; instruct people to reinforce houses, roofs, barns, and harvest agricultural products on time; proactively ensure safety for students and teachers; check and reinforce facilities and teaching equipment; and temporarily suspend outdoor activities during storms.
Strengthen the announcement and dissemination of information about the situation of storm No. 13 and dangerous areas in the area so that people know and coordinate in implementing prevention measures; mobilize benefactors and businesses to provide food, drinking water, and essential personal items for students and people when taking shelter in concentrated areas.
The inspection team led by Party Secretary and Chairwoman of Tam Giang Commune People's Council Duong Thi Len coordinated with the leaders of Dliê Ya Commune to conduct a safety inspection of the Ea Bir Dam project. This is a special irrigation project, located right on the administrative boundary between Tam Giang and Dliê Ya communes.

At the meeting, the parties assessed the dam's safety and promptly developed plans to prevent and combat storms and floods. Comrade Duong Thi Len emphasized the shared sense of responsibility, affirming that protecting citizens in the downstream area is the shared responsibility of the authorities of both communes, regardless of Tam Giang or Dliê Ya.

To ensure effective management and operation, the Secretaries of the two communes directed the People's Committees of the two communes (Tam Giang and Dliê Ya) to coordinate and synthesize the situation and report to the provincial specialized agencies for guidance; at the same time, deploy measures to prevent and combat floods that may affect the locality in the coming time.
