According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hoa Hiep Ward, the total number of fishing boats in the area managed by the unit is 638 fishing boats/2,552 workers; of which 30 fishing boats/141 workers are operating offshore. By noon on November 6, 22 fishing boats/102 workers are anchored to avoid storms in Truong Sa Special Zone, 2 fishing boats/9 workers are anchored near Phu Quy Island, 3 fishing boats/14 workers are anchored to avoid storms in Dam Mon/ Khanh Hoa area, 3 fishing boats/16 workers are moving to the anchorage to avoid storms in Dam Mon/Khanh Hoa area (expected to arrive at the anchorage at 10:30 am).

On the morning of November 6, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hoa Hiep Ward established two teams to inspect, review, and mobilize people to evacuate people, vehicles and property from dangerous areas, especially coastal areas, areas at risk of landslides and flooding to ensure the safety of people's lives and property and the State. The teams are determined not to let people stay on rafts, boats and aquaculture areas according to the direction of the Provincial People's Committee. The team also announced a list of units providing essential goods to ensure the prevention of storm No. 13 in the ward.

In Phu Yen ward, the ward People's Committee requested the Dong Tac fishing port management board to coordinate with Tuy Hoa Border Guard Station to inspect, urge and continuously use loudspeakers to call on fishermen to urgently complete anchoring before 12 o'clock. By 14 o'clock, Phu Yen ward had 264 fishing boats, 209 of which had been safely anchored; 55 fishing boats with 297 workers were operating at sea but in safe areas and some had taken shelter in other provinces. Phu Yen ward established 44 storm and flood prevention support teams in residential areas and disaster prevention shock teams in residential areas in the ward; assigned 24/7 duty to direct response to storm No. 13 at the ward People's Committee and assigned members in charge of the area, directing the organization of duty in 23 residential areas.

In addition, in Phu Yen ward, there are 217 households with 661 people who are likely to be affected by storms, floods, high tides, landslides, and inundation. The ward has checked and has a plan to evacuate people and their property to a safe place; at the same time, they are moving their livestock (743 cows, 641 pigs, and 39,546 ducks) back home.

The People's Committee of Phu Yen Ward has directed the villages to carry out tree trimming and drainage system work, check vulnerable points to have timely treatment plans; equip flood and storm prevention equipment such as canoes, boats, life jackets, flashlights, generators, trucks, raincoats, safety helmets; mobilize 33 vehicles of various types from units and enterprises to participate in disaster prevention work in the ward.
