As a patient who regularly visits and receives treatment at local hospitals, Ms. Nguyen Thi Huong (65 years old, Dong Loc commune) has become proficient at paying hospital fees online. From being initially confused, her smartphone has now become an "e-wallet" that helps her save time, reduce waiting in line, and at the same time contribute to the medical industry modernizing the payment process in the context of an increasing number of patients.

“Before, every time I went for a health check-up, I had to prepare enough money to pay, but now I just need to do it on my phone. At first, I was confused, but the medical staff guided me so I gradually got used to it. Now I pay my electricity and water bills over the phone, so I don’t have to go anywhere,” Ms. Huong shared.

Older people are also gradually getting used to modern forms of payment.

A positive sign is that the rate of cashless payments among the elderly and in rural areas has increased significantly. This shows a clear shift, contributing to the formation of civilized consumer thinking in the community.

Not only the medical sector, educational institutions in the area are also increasing communication, forming cashless payment habits among parents and students.

A representative of Ha Tinh University said: The unit has actively connected with banks, supported students to register accounts, and operate on the app. In September 2025 alone, 100% of students paid tuition fees online through the school account. Paying tuition fees online helps the school limit the overload situation at the beginning of the semester, save service staff, reduce printing costs, and manage tuition fees more accurately, safely and quickly.

Non-cash payments are becoming an important driving force in the development of the digital economy. When people pay by phone, the flow of money becomes more transparent, transaction costs are reduced, and the efficiency of public financial management is significantly improved.

Mr. Duong Van Hung - Deputy Head of Personal Customer Department I and Head of Digital Banking Group (BIDV Ha Tinh) said: "Electronic payment services are growing strongly in both quantity and quality. BIDV Ha Tinh is serving more than 360,000 customers, of which more than 60% use online payment services. Since the beginning of the year, the branch has had more than 40,000 new customers and 100% of them use online payment services. Currently, BIDV Smartbanking is also cooperating with many partners in the field of consumer services, providing cashback incentives of 6 - 10% when paying by credit card, helping users to be both convenient and economical".

The transition from cash transactions to digital payments is a key step for Ha Tinh to build a transparent, modern public administration to better serve the people. The province continues to direct relevant sectors and units to promote propaganda and guide people and organizations to access and use non-cash payment methods, especially in the field of public services. The goal is not only to help people clearly understand the benefits and necessity of electronic payments, but also to form civilized consumption habits in the community.

According to the general direction, each agency, unit and locality develops a plan to implement cashless payments, integrating this task into programs, projects and regular work plans to ensure practicality and effectiveness. The health and education sectors are assigned a core role in directing, inspecting and urging affiliated establishments to promote revenue and expenditure through electronic payment channels, striving to complete the targets of digital transformation of public finance in the area.
