Support livelihood models to help people in Loc Ha commune escape poverty

A female calf worth 16 million VND has just been supported by the National Target Program on Sustainable Poverty Reduction for the 2021 - 2025 period for Ms. Nguyen Thi Giang's family in Hoa Binh village (Loc Ha commune) by the National Target Program on Sustainable Poverty Reduction for the 2021 - 2025 period.

Her husband suffered from a serious illness many years before he passed away, her two children were not in school, her health was poor, and her livelihood was simply based on two fields of rice, so the life of Ms. Nguyen Thi Linh's family (born in 1977, in village 2, Loc Ha commune) was always a series of long days of hardship and misery. Two years ago, she received support for chickens for her livelihood from the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025 (abbreviated as the Poverty Reduction Program), which helped her family move from a poor household to a near-poor household.

Now the joy is even more multiplied when nearly 2 months ago, through the Farmers' Association of Loc Ha commune, this program continued to support Ms. Linh with an additional 16 million VND to buy cows for breeding, multiplying the herd and hoping that this will be the "key" for this single woman to escape poverty sustainably.

The cow worth 21 million VND that was just supported (of which 16 million VND is from poverty reduction fund) is the "savior" for Ms. Nguyen Thi Linh in village 2 (Loc Ha commune) to escape poverty sustainably.

Ms. Nguyen Thi Linh was moved: “The poverty reduction program has always accompanied, supported, motivated and created a foundation for me to rise up in life. In the recent support, I received 16 million VND and borrowed another 5 million VND to buy a most satisfactory cow worth 21 million VND. I am also determined to take good care of the cow with the hope that it will help me escape the list of poor households in the next few years.”

With the method of giving “fishing rods” to the poor in the area to find “fish strings” and not be left behind, Loc Ha commune (formerly Loc Ha town, Binh An commune, Thach Kim commune and Thinh Loc commune) has persistently engaged in, seriously and effectively implementing the Poverty Reduction Program, especially in supporting livelihood models. Thanks to that, many poor and near-poor households have been “supported” to gradually have a stable life, moving towards prosperity; many models have been effective and proven the value and significance of the program.

Thanks to the "support" of the Poverty Reduction Program, Ms. Nguyen Thi Thanh (in blue shirt) in Xuan Trieu village has a stable livelihood, good income, and her life is improving day by day.

Ms. Nguyen Thi Thanh in Xuan Trieu village (Loc Ha commune) shared: “My husband had cancer and my 4 children were going to school, so my family was in a difficult situation for a long time. Fortunately, thanks to the Poverty Reduction Program and all levels and sectors supporting loans, breeds, training in science and technology, and guidance on how to do business, I myself was always determined to break away from poverty, knowing how to take advantage of every small opportunity according to the motto of taking short-term to support long-term, so by 2024, I had escaped poverty sustainably. Currently, in addition to raising pigs (4-8 pigs/batch) and raising chickens (20-30 pigs/batch), I have a milling facility combined with rice and animal feed business quite effectively, each month bringing in a profit of about 5-7 million VND, creating jobs for 3 workers in difficult circumstances in the village.”

Promoting the results achieved in previous years of the old localities, immediately after establishing the 2-level local government, Loc Ha commune has urgently resolved related difficulties and obstacles to continue to promptly and effectively implement the transitional tasks in 2025 of the Poverty Reduction Program, as well as create a premise for better implementation next year. Accordingly, in the past 4 months, Loc Ha commune has focused on disbursing more than 835 million VND in capital for the right purposes, objects, and regulations; in which the top priority is to support and replicate 4 more livelihood models.

From receiving help, now Ms. Thanh can help 2-3 women in difficult circumstances in the village have jobs and stable income.

In order for the poor to have a "fishing rod" and use it effectively, along with the leading role of the Economic Department, the Fatherland Front and mass organizations such as the Farmers' Association, Women's Association, Veterans' Association, and Youth Union in Loc Ha commune have also promoted their roles and responsibilities.

Mr. Tran Van Tinh - Chairman of the Farmers' Association of Loc Ha commune said: "Implementing the Sustainable Poverty Reduction Program, the previous local farmers' associations and the current Farmers' Association of Loc Ha commune have actively participated and performed well their tasks and duties. In particular, we have deployed 21 production development models in the agricultural sector with the participation of 303 poor and near-poor households with a total amount of nearly 3 billion VND (in the last 3 months alone, there were 4 models with a total support of 64 million VND) to help beneficiaries have more jobs, improve their income, have more valuable assets... gradually rise up and escape poverty effectively".

Officials of the Loc Ha Farmers' Association exchanged business experiences and sustainable poverty reduction methods with members in Xuan Trieu village.

Ms. Nguyen Thi Minh - Head of the Economic Department of Loc Ha commune affirmed: With the determination to effectively implement the program, take good care of the poor, and have many new production models so that no one is left behind, the Party Committee, the government, specialized departments and mass organizations always identify this as a key, continuous task and have had the attention, direction, and timely, continuous and responsible participation...

“The locality has been continuing to review poor, near-poor, middle-income and low-income households so that in the last months of this year and in 2026, policies and regimes will be implemented according to regulations and for the right subjects. Along with that, we will continue to increase support and replicate livelihood models (especially cows and chickens), creating highlights in the overall picture of the program. In addition, the locality is also focusing on doing a good job of information, propaganda and training to contribute to raising awareness and sense of responsibility for cadres, party members and people so that the policies of the Party and State can come into life,” Ms. Nguyen Thi Minh added.
