
The draft Decree regulating national multidimensional poverty standards for the 2026-2030 period (hereinafter referred to as the draft Decree) has been developed by the Ministry of Agriculture and Environment with many new contents.
The draft Decree has 4 articles, and is being urgently completed and submitted to the Government for promulgation in September 2025.
Applicable subjects are households as prescribed by the Law on Residence; relevant agencies, units, organizations and individuals.
The Draft Decree has some noteworthy contents.
Firstly, the document has established criteria for measuring national multidimensional poverty standards for the 2026-2030 period.
Regarding income criteria, the draft Decree proposes that in rural areas, the average income per capita of a household is 2,200,000 VND/person/month. In urban areas, the average income per capita of a household is 2,800,000 VND/person/month.
The Draft Decree clearly stipulates the 6 dimensions and indicators to measure the level of shortage of basic social services specifically below.
Regarding income criteria, the draft Decree proposes that in rural areas, the average income per capita of a household is 2,200,000 VND/person/month. In urban areas, the average income per capita of a household is 2,800,000 VND/person/month.
The employment deficit dimension includes: employment index, household dependent index.
Health deficit dimension includes: health insurance index, nutrition index.
The education deficit dimension includes: adult education level index, child school attendance index.
Housing shortage dimensions include: average housing area per capita index and housing quality index.
The information gap dimension includes: telecommunication service usage index.
The dimension of domestic water, sanitation and environmental shortage includes: domestic water source index, hygienic toilet (auxiliary works) index, waste treatment index.
Regulations on measuring indicators of basic social service shortages are specifically issued in the Appendix issued with this Decree.
Second is the regulation on standards for poor and near-poor households.
Poor households in rural areas are households residing in rural areas, meeting one of the following two criteria: Having an average income per capita of 1,900,000 VND/person/month or less; Having an average income per capita of over 1,900,000 VND/person/month to 2,200,000 VND/person/month and lacking 3 or more indicators measuring access to basic social services.
Poor households in urban areas are households residing in urban areas, meeting one of the following two criteria: Having an average income per capita of VND 2,500,000/person/month or less; Having an average income per capita of over VND 2,500,000/person/month to VND 2,800,000/person/month and lacking 3 or more indicators measuring access to basic social services.
Near-poor households in rural areas are households residing in rural areas, with an average income per capita of over VND 1,900,000/person/month to VND 2,200,000/person/month and lacking less than 3 indicators measuring access to basic social services.
Near-poor households in urban areas are households residing in urban areas, with an average income per capita of over VND 2,500,000/person/month to VND 2,800,000/person/month and lacking less than 3 indicators measuring access to basic social services.
Regarding implementation, the draft Decree also specifically stipulates the tasks of ministries, branches, localities and socio-political organizations.
The Ministry of Agriculture and Environment performs the following four tasks:
Preside over and coordinate with relevant ministries and agencies to issue documents guiding the process and methods for reviewing and recognizing poor and near-poor households according to the national multidimensional poverty standards for the 2026-2030 period and reporting forms and forms.
Direct, train, and guide localities to organize annual review and recognition of poor and near-poor households according to the national multidimensional poverty standards for the 2026-2030 period and report periodically and regularly according to regulations.
Synthesize and publish the results of annual review and recognition of poor and near-poor households according to national multidimensional poverty standards for the 2026-2030 period.
Applying information technology in reviewing, recognizing, collecting and managing the annual database on poor and near-poor households according to the national multidimensional poverty standards for the period 2026-2030.
Annually inspect, monitor and evaluate the implementation of the national multidimensional poverty standard for the 2026-2030 period in localities; in 2030, organize a summary of the implementation of the national multidimensional poverty standard for the 2026-2030 period.
The Ministry of Finance performs the following three tasks:
Supplementing the data collection system of dimensions and indicators of basic social service shortages according to the national multidimensional poverty standard for the period 2026-2030 in the annual population living standards survey to serve the monitoring and assessment of the multidimensional poverty situation of the country and localities.
Annually announce the multidimensional poverty rate (updated consumer price index) and the results of measuring basic social service deprivation indicators according to the national multidimensional poverty standard for the period 2026-2030 nationwide.
Balancing and allocating the budget to implement poverty reduction policies according to national multidimensional poverty standards for the 2026-2030 period.
The Ministry of Health prescribes standards and regulations on domestic water and hygienic toilets as prescribed in this draft Decree.
Based on the results of the annual review and recognition of poor and near-poor households nationwide (announced by the Ministry of Agriculture and Environment) and the decision to approve the results of localities, ministries and agencies propose to the Government and the Prime Minister solutions to impact programs, projects, and specific and regular policies to increase income and access to basic social services of people, especially in areas with high multidimensional poverty rates.
The Central Committee of the Vietnam Fatherland Front shall strengthen supervision of the implementation of the identification of subjects and the implementation of policies and support programs for subjects as prescribed in this Decree to ensure publicity, transparency and compliance with regulations.
People's Committees of provinces and centrally run cities perform the following tasks:
Direct and promulgate a plan to implement multidimensional poverty standards for the 2026-2030 period in the area.
Announce the results of annual review and recognition of poor and near-poor households according to the national multidimensional poverty standards for the period 2026-2030 in the area.
Organize the implementation of solutions to support poor and near-poor households to increase their income and ability to access and effectively use basic social services.
Based on actual conditions, provinces and centrally run cities can prescribe local multidimensional poverty standards higher than the national multidimensional poverty standards for the 2026-2030 period (raising income criteria, adjusting and supplementing dimensions, basic social service shortage index, regulations on measuring basic social service shortage index) as a basis for implementing specific poverty reduction support programs and policies in the locality.
Previously, in Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government, the criteria for measuring multidimensional poverty for the period 2022-2025 were stipulated as follows:
With income criteria, rural areas are 1,500,000 VND/person/month; urban areas are 2,000,0000 VND/person/month.
Criteria for the level of shortage of basic social services include: Basic social services (6 services); Indicators measuring the level of shortage of basic social services (12 indicators).
The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period was approved by the Prime Minister on January 18, 2022.
The overall objective of the Program is to achieve the goal of multidimensional, inclusive, sustainable poverty reduction, limit re-poverty and poverty generation; support the poor and poor households to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standard, improve the quality of life; support poor districts and especially disadvantaged communes in coastal and island areas to escape poverty and extreme poverty.
The program sets out specific targets. These are: The rate of poor households according to the multidimensional poverty standard maintains a reduction of 1-1.5%/year; The rate of poor ethnic minority households decreases by over 3%/year; 30% of poor districts, 30% of especially disadvantaged communes in coastal and island areas escape poverty and especially disadvantaged status; The rate of poor households in poor districts decreases by 4-5%/year.
