In the first nine months of 2025, the entire province had 587 businesses registered to temporarily suspend operations (a 13% increase compared to the same period in 2024) and 219 businesses voluntarily dissolved (a 36% increase compared to the same period).
Ha Tinh currently has over 13,000 businesses and affiliated units, but only about 10,562 are actually operating within the economy . Notably, a significant portion of these operate inefficiently. This reality shows that establishing a business is not difficult, but ensuring stable operation, substantial and sustainable development is a "challenging problem".


The story of HT Security Services Co., Ltd. (Duc Quang commune) is a clear illustration of the difficulties faced by many small and micro-sized businesses in Ha Tinh today.
Established in 2018 with the expectation of forming a chain of production and consumption of organic rice grown in fields inhabited by earthworms, the company once aimed to make Ha Tinh organic rice a key commodity product. However, the results were not as expected.
Despite being a business entity, HT Security Services Co., Ltd. operated in a traditional, family-run manner, with a registered capital of only 500 million VND, a workforce primarily composed of elderly people from rural areas, a lack of production and business strategy, and an inability to build a supply chain. The company lacked a stable market, its revenue was precarious, and insufficient funds forced it to withdraw from the game.
Similarly, Ha Tinh Hot Mix Asphalt Company Limited (Phu Viet commune) also went bankrupt after only a short period of operation. Mr. Le Ngoc Khoa, the former owner of the company, said: "The company was established in 2023 with the goal of supplying hot mix asphalt and ready-mix concrete to markets inside and outside the province. However, limited resources, insufficient investment in advanced production technology, lack of capacity to access land policies, and insufficient production space... made it impossible for us to survive."

Not only manufacturing and service businesses, but many construction companies in Ha Tinh are also successively "closing down" due to a lack of competitiveness.
Ms. NTH (from Cam Xuyen commune) – a former owner of a construction business – stated: The construction industry requires large capital, while the registered capital of her company was only 2 billion VND, and collateral was limited, making it almost impossible to borrow from banks. Lack of capital, inability to meet the financial requirements of partners, fewer contracts, insufficient operating costs to cover salaries, and the business was forced to shut down.
According to expert analysis, the difficulties faced by private enterprises in Ha Tinh are similar to those in many other localities nationwide. The main obstacles that private enterprises in Ha Tinh are currently facing include: lack of capital and difficulty accessing credit, as most are small and micro-enterprises with limited collateral and high bank requirements; a limited product market due to a lack of distribution networks and dependence on traditional outlets. In addition, many businesses face difficulties in securing land and production facilities for investment and business operations; and difficulties in participating in supply chains and value chains due to fragmented operations and a lack of cooperation.
In general, the difficulties faced by private enterprises mainly stem from their internal capabilities. Most of the businesses that have temporarily ceased operations or dissolved recently are small in scale; have limited resources; possess limited corporate governance capabilities; lack long-term business strategies; and rely more on personal experience than on a professional management system...
In addition, external factors also create significant pressure on private businesses. Recently, the global economy has recovered slowly, inflation has increased, monetary policy has tightened, and the pandemic and climate change have disrupted supply chains, driving up input costs. Meanwhile, selling prices are "anchored" by market competition, leaving many businesses in a difficult situation. Furthermore, overlapping regulations also cause businesses to miss opportunities to access support policies...

Mr. Nguyen Tien Trinh – Vice Chairman of the Provincial Business Association, stated: "For the private business sector to operate effectively and contribute positively to the economy, a change in mindset and actions is needed from the businesses themselves. Accordingly, businesses must strive for innovation, proactively adapt flexibly to the market economy, effectively mobilize resources for production and business investment, apply technology, undergo digital transformation, and take advantage of opportunities to enhance their operations domestically and internationally."
In addition to internal efforts from businesses, more decisive support from all levels and sectors is needed to further promote administrative procedure reforms that facilitate business operations and avoid overlapping regulations. This includes supporting private businesses in accessing credit, benefiting from policies on land, taxes, science and technology, etc., creating momentum for business development.

On the part of the state management agency, Mr. Nguyen Duc Thang - Deputy Director of the Department of Finance, said: In the coming time, the unit will continue to focus on reviewing and advising competent authorities to study the simplification of administrative procedures; actively advising on improving the provincial competitiveness index through solutions to improve the quality of governance. The Department of Finance is actively coordinating with other departments and agencies to integrate the content of private economic development into the province's socio-economic development plan as well as allocating resources to support small and medium-sized enterprises, especially those operating in the fields of digital transformation, innovation and entrepreneurship. The goal is not only to create conditions for businesses to be easily established but also to support them in sustainable development, creating long-term value for the community.
For the private sector in Ha Tinh to develop sustainably, it requires not only a favorable business environment but also strong innovation from the businesses themselves. When internal and external forces combine, the private sector can truly become a driving force for the province's growth.
