
Creating comprehensive transformation and elevating disadvantaged regions.
Immediately after the issuance of Resolution 06-/TU Regarding sustainable socio -economic development linked to ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority areas, mountainous regions, border areas, and islands during the period 2021-2025, with a vision to 2030. The implementation has been decisive and coordinated from the provincial level to the grassroots, concretized by Action Program No. 4594/CTr-UBND ( dated July 19, 2021 ) of the Provincial People's Committee with 21 target groups and 73 specific tasks. In addition, the Provincial People's Council has issued 55 resolutions, and the Provincial People's Committee has issued hundreds of documents, projects, and plans to concretize the program, creating a legal framework and resources for implementation.
A notable achievement is that Quang Ninh has mobilized over 120,000 billion VND to implement Resolution 06 and national target programs, with budget capital accounting for only about 16%, and the remainder being socialized capital, especially credit capital, which accounts for up to 82.5%. From "1 VND of budget capital," the province has mobilized "5 VND of non-budgetary capital," demonstrating creative and flexible development thinking in governance.
By doing so, a series of key infrastructure projects connecting mountainous, border, and island regions with the province's dynamic centers were completed, opening up new development opportunities. All 15 key transportation projects were implemented synchronously; the entire province has 6,359 BTS stations; 100% of disadvantaged communes have electricity, mobile phone coverage, and 4G network; 99.9% of rural households have access to hygienic water, of which 85.5% meet clean water standards.

With the motto "putting the people first" and "leaving no one behind," Quang Ninh province has determined that all policies and resources are directed towards the people. Thousands of welfare projects have been invested in, and tens of thousands of households in mountainous and remote areas have benefited from support policies in housing, healthcare, education , credit, and employment.
Over the past five years, the Fatherland Front Committee and political and social organizations at all levels have mobilized over 107 billion VND to support the construction and repair of 1,724 houses and 860 sanitary toilets for poor, near-poor, and disadvantaged households. The armed forces throughout the province also contributed tens of thousands of man-days and over 50 billion VND to support infrastructure development, build charitable houses, and strengthen the bond between the military and the people in border and island areas.
The province's specific policies in the fields of health and education have been implemented promptly and effectively. 100% of ethnic minority people in newly-emerged disadvantaged communes are supported by the province to purchase health insurance until the end of 2025. Provincial and grassroots-level health facilities have been invested in and upgraded, effectively serving the goal of healthcare for the people. During the 2021-2025 period, the province invested in repairing and upgrading 24 schools at all levels; supported localities in investing in new schools according to high-quality standards; 100% of ethnic minority students received career counseling and guidance; and the rate of students after lower secondary school being streamed into vocational training has increased significantly.

Unleashing internal potential for development
The province's investment in infrastructure and policies has empowered ethnic minority communities in mountainous, border, and island areas to overcome poverty and achieve prosperity. To date, the average per capita income in these areas has reached nearly 84 million VND/year, a 1.5-fold increase compared to 2020. The entire province has achieved its sustainable poverty reduction target for the 2021-2025 period three years ahead of schedule, with no households classified as poor according to the central government's poverty standards.
To achieve this result, over the past five years the province has focused on implementing a comprehensive range of solutions to reorganize production in ethnic minority, mountainous, border, and island areas, increase the value of agricultural, forestry, and fisheries production, and create sustainable livelihoods for the people. The province has created stable jobs for tens of thousands of young workers through business-local connections, especially in the coal industry and industrial parks and economic zones. Concentrated production models, new-style agricultural cooperatives, and OCOP products have developed strongly. To date, the province has 768 cooperatives and 432 OCOP products achieving 3-5 stars, forming sustainable value chains and increasing people's income.

In particular, the community-based tourism movement in ethnic minority areas has seen strong development. Localities such as Hoanh Mo, Ba Che, Tien Yen, Dien Xa, Van Don, Ky Thuong, etc., have transformed their cultural potential, landscapes, and identity into unique tourism products, linking cultural preservation with sustainable livelihoods.
Adhering to the principle of putting the people at the center, ensuring that all citizens of Quang Ninh benefit from the fruits of development and that no one is left behind, in the period 2026-2030, Quang Ninh continues to set goals to improve the quality of growth in ethnic minority, mountainous, and border areas; comprehensively complete infrastructure development; develop a green economy and sustainable community tourism; preserve and promote ethnic cultural identity; strengthen national defense and security; and build a strong and comprehensive grassroots political system.
Mr. Dang Tien Phong (Luc Chan village, Hai Son commune): My family now has a new, spacious and convenient place to live. To concretize the province's policy on eliminating temporary and dilapidated houses, Hai Son commune has implemented a resettlement project from disadvantaged areas to more favorable ones. My family is one of the households in Ly La village, located about 20km from the commune center. In early 2025, my family received 80 million VND in support from the commune government to build a spacious, single-story house in the resettlement area near the commune center. The house is now completed, with electricity, clean water, and full telephone coverage. Life for my family and other villagers has stabilized quickly and is much more convenient than before. Children can attend school nearby, and my wife and I have the opportunity to develop our economy, grow vegetables, raise livestock, and engage in small-scale trading. From living in temporary shelters, we now have solid houses, a stable life, and the people have even more confidence in the policies and guidelines of the Party and the State. Everyone is enthusiastic and united in working with the government to build a new rural area and maintain border security in our homeland. |
Mr. Ly Van Quan (Phai Giac village, Phong Du commune): We, the people, have benefited greatly. Phai Giac village was once one of the most remote and disadvantaged areas in Tien Yen district. Over the years, thanks to the province's investment and the effective implementation of Resolution 06 of the Provincial Party Committee, the village's appearance has changed dramatically. Asphalt and concrete roads have been built to every alley; the national power grid has reached every household, and 4G coverage extends throughout the village, making it easier for people to communicate, promote, and introduce their agricultural products to the market. "We, the people, have benefited greatly from Resolution 06 of the Provincial Party Committee. Transportation is convenient, trade is easier, and traders come to buy our agricultural products directly. The government provides capital support and technical guidance, so people are confident in switching to different crops and livestock, and their income is steadily improving. People are enthusiastic and united in protecting the forest and the border, contributing to making our homeland increasingly prosperous and beautiful." |
Party Branch Secretary, Head village Truong Tung (Hai Lang commune ) Tran Van Tuyen: The people not only have a comfortable life, but also a good understanding of the law. Previously, due to its remote location, villagers had limited access to legal policies. When disputes or violations arose, they relied primarily on internal mediation, which was ineffective. In recent years, thanks to legal education and dissemination programs at the provincial and commune levels, the villagers' legal awareness has significantly improved. Legal awareness sessions are now held at the village cultural center, using visual and easy-to-understand methods, with judicial officers and legal aid assistants directly answering questions. The villagers are very pleased. Now, not only do the people have a better material life, but they also enjoy a more comfortable one. |
Vice Chairman of Luc Hon Commune People's Committee, Hoang Thi Vinh: Ethnic minority areas have made comprehensive and sustainable progress. Luc Hon is a mountainous border commune with a large ethnic minority population, where the lives of the people were previously very difficult. Since the implementation of Resolution 06, the commune has received strong investment in infrastructure, livelihoods, and social welfare policies. The inter-village and inter-commune road system has been concreted, 100% of households have access to the national power grid and clean water. People's lives have improved significantly, the poverty rate has decreased rapidly, and many models of production development and community tourism have been formed and replicated. Notably, the resolution has not only changed the face of the mountainous rural area but also changed the mindset, awareness, and approach of the people, shifting them from passive to proactive. This is the greatest success in the sustainable development process of ethnic minority areas. |
