
To promote the development of the private economy , one of the solutions Quang Ninh province is focusing on is improving the investment and business environment. Administrative procedure reform is a key focus of the province, aiming to facilitate citizens and businesses and attract investors. Accordingly, agencies, units, and localities throughout the province have made concerted efforts, implementing innovative approaches and solutions for administrative reform. Quang Ninh province remains one of the provinces selected by the central government to pilot the model of a one-level Public Administrative Service Center directly under the Provincial People's Committee, following the implementation of the two-level local government model. The implementation of this model aims to build a simplified administrative procedure process, based on digital data via the online environment, creating convenience for citizens and businesses.
Currently, the total number of administrative procedures at the two levels of government in Quang Ninh province is 2,238 on the National Public Service Portal. Notably, over 50% of the administrative procedures throughout the province have had their processing time reduced (1,141 procedures), 96.6% of procedures provide online public services (2,163 procedures), and 91.3% of the 559 procedures are not dependent on administrative boundaries. 2,043 administrative procedures.
Activities supporting online administrative procedures for citizens and businesses are emphasized through the public administrative hotline 1900558826, an automated SMS notification system for application processing status, cashless payment of fees and charges, the use of electronic invoices/receipts, the provision of free public digital signatures, the arrangement of staff from the Public Administrative Service Center to receive administrative procedure applications on behalf of some departments and specialized offices, the acceptance of administrative procedure applications in remote areas on Mondays and Thursdays, and the free delivery of original results to citizens in island communes, etc.

In addition, Quang Ninh province has directed its departments, agencies, and localities to actively support and encourage the establishment of businesses. To create a foundation for business establishment, the Quang Ninh Provincial Tax Department has instructed its subordinate units to coordinate with local authorities to organize numerous campaigns, guiding people and business households to install and use the eTax mobile application for businesses, production facilities, and business households. This application allows users to look up information such as: tax obligations, individual tax identification numbers, receive tax notices, and pay taxes electronically through linking with bank accounts. Taxpayers can choose to calculate taxes monthly, quarterly, or annually. Furthermore, eTax Mobile allows users to look up information such as: dependents, taxpayer information, lump-sum tax payments, including non -agricultural land use tax obligations…
In preparation for the abolition of lump-sum tax from January 1, 2026, the Quang Ninh Tax Department is actively promoting, guiding, and supporting business households in transitioning from the lump-sum method to a declaration-based system, aiming for modernization, transparency, and comprehensive digital transformation. This is also an important step in encouraging business households to establish enterprises.
Mr. Nguyen Van Lung, Deputy Head of Tax Department No. 3 of Quang Ninh province, stated: According to Decision 3389/QD-BTC dated October 6, 2025, of the Ministry of Finance approving the Project "Transformation of the model and method of tax management for business households when abolishing lump-sum tax" There will be three groups of business households with different tax calculation methods and management approaches: periodic declarations, possibly twice a year or at a suitable time; quarterly tax declarations; and the application of the value-added tax deduction method, mandatory invoice issuance, and opening a separate bank account for business operations. Tax Department 3 has developed a plan to disseminate information to business households, proactively review and increase the tax assessment threshold in 2025 to better reflect reality; review key business households with revenue of 1 billion VND or more to switch to electronic tax declaration or use of electronic invoices generated from cash registers; and coordinate with service providers to guide business households in switching to electronic tax declaration and invoice usage.
Simultaneously, the province has diversified capital sources for the private sector through the effective implementation of credit mechanisms and policies for the private sector; supporting businesses in improving management capacity and building a transparent financial system; promoting science , technology, innovation, digital transformation, green transformation, efficient and sustainable business; and strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises by building enterprise linkages in industry clusters, value chains, and supply chains.
Through various synchronized solutions, in the first 10 months of 2025, the province saw the establishment of 3,421 new enterprises and affiliated units, a 38.6% increase compared to the same period last year, bringing the total number of operating enterprises in the province to over 13,000. This figure further affirms the development of the private economy in the province, pioneering innovation and promoting local socio-economic development.
