Ho Chi Minh City forecasts labor market to increase by 10-15% by year-end
It is expected that the peak labor demand in late 2025 in Ho Chi Minh City will increase by 10-15% (equivalent to about 18,000-24,000 positions) as businesses boost production during peak consumption, tourism , festivals and Tet.
According to the Ho Chi Minh City Employment Service Center (Department of Home Affairs), this shows that the city's labor market continues to grow. In particular, industries such as services, tourism, hotels, transportation, and food account for a large proportion. The demand for high-quality labor in the fields of information technology, finance, accounting, and business administration also continues to increase, as many businesses accelerate the digital transformation process and expand their business operations. However, the quality of human resources, the imbalance between supply and demand, and slow digital transformation in recruitment remain challenges in ensuring a stable job market and sustainable human resource development.

The guiding principle in attracting investment to Ho Chi Minh City is to attract investment in the research and development sector.

Developing and attracting high-quality human resources has been identified by the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term as one of three strategic breakthroughs to help Ho Chi Minh City's economy grow by double digits in the coming period. Currently, the City government is also applying many mechanisms and policies to attract high-quality human resources both at home and abroad to science, technology and innovation - fields that have the potential to create breakthroughs in growth.
A drone manufacturing startup is set to operate its first factory next year, thanks to preferential land rent and credit support policies at the Ho Chi Minh City Hi-Tech Park. The startup believes that the city's push to recruit high-quality human resources in the coming time will create more growth momentum for this industry.
Mr. Luong Viet Quoc - Founder of Real-time Robotics Company said: "If the policy of attracting high-quality global human resources is put into practice, it will be a great advantage. Because in the unmanned aerial vehicle (UAV) industry, there are many difficult problems. If we attract good experts, it will help the UAV industry develop faster."
Mr. Nam Do - Co-founder of Phygital Labs Company shared: "The city can think more about how to shorten the experience of high-quality human resources abroad to quickly approach the reality of Vietnam. Thus, high-quality human resources can focus on creating value".
Human resource development is one of three strategic breakthroughs in the Resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, aiming to achieve double-digit growth, with total annual budget expenditure for science, technology, and digital transformation reaching 4% - 5%.
According to experts, human resources are a prerequisite for the City to restructure its economy in the direction of taking science, technology and innovation as the main driving force.
Associate Professor, Dr. Tran Hoang Ngan - National Assembly Delegate of Ho Chi Minh City commented: "The first pillar must be high-tech industry. That industry must be actively played by domestic enterprises and the conditions to attract foreign investors must prioritize high technology."
Currently, the Ho Chi Minh City government is continuing to apply the Central Resolutions to implement many policies to attract high-quality human resources. Such as reducing income tax for individuals and businesses operating in the field of technology and innovation; monthly salary for science and technology leaders is up to 120 million VND.
Dr. Vu Thanh Tu Anh - Senior Lecturer, School of Public Policy and Management, Fulbright University Vietnam commented: "Institutions on mechanisms for Ho Chi Minh City to be creative. Ho Chi Minh City used to be the leader of the country, but in the recent period, new initiatives have begun to be lacking. So how can Ho Chi Minh City regain that spirit of openness and innovation?"
The City Government affirms that the guiding principle in attracting investment to Ho Chi Minh City is to attract investment in the research and development sector. To do so, experts say, the City needs to have mechanisms to create better competition in research and commercialization of science and technology projects. This is also a factor that helps attract talent.
