Dak Lak resolutely implements measures to prevent and combat IUU fishing.

On October 24, 2025, the Chairman of the Dak Lak Provincial People's Committee issued an urgent dispatch on strengthening direction and drastically implementing urgent tasks to combat illegal, unreported and unregulated (IUU) fishing.

The document identifies the work of preventing and combating IUU fishing as an important and urgent political task, closely linked to national honor. The Chairman of the Provincial People's Committee requested the heads of Party committees and authorities of coastal communes and wards to directly and decisively direct and take full responsibility to superiors for the results of combating IUU fishing in the area.

In particular, the Chairman of the Provincial People's Committee will consider handling the responsibility of the head without having to go through the criticism or review step if serious violations continue to occur such as: Fishing vessels violating foreign waters, vessels losing VMS connection in large numbers; delay in processing and licensing progress and no change.

The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of coastal communes and wards to comprehensively review the fleet, "go to every alley, knock on every door", support fishermen to complete procedures, strive to have 100% of qualified fishing vessels licensed, completed before October 30, 2025. For unqualified vessels, a list must be made, centralized anchoring arrangements must be arranged and 100% sealed.

For the Department of Agriculture and Environment, it is necessary to preside over and coordinate with the Provincial Police and the Provincial Border Guard to organize inspections and thoroughly handle the situation of fishing vessels that have not registered or have not been licensed to exploit aquatic products in accordance with regulations, to be completed before October 30, 2025. In addition, it is necessary to strengthen inspections and strictly control the confirmation and certification of aquatic product origin at fishing ports, ensuring that 100% of the records of traceability of aquatic products exported to the EU market are fully inspected and confirmed, in accordance with the process, to avoid errors that affect the overall results in the fight against IUU fishing. Coordinate with the People's Committees of communes, wards and related units to organize reviews and propose policies for career conversion, ensuring sustainable livelihoods for fishermen, to be completed before November 14, 2025...

The Provincial Border Guard Command must direct border posts and stations to strictly control 100% of fishing vessels entering and leaving ports, absolutely not allowing fishing vessels that do not meet operating conditions to pass through. At the same time, it is responsible for synchronously and effectively implementing professional measures, resolutely not allowing more fishing vessels and fishermen to violate foreign waters.

The provincial police must proactively grasp the situation, strengthen investigations, and promptly handle information sources about the following acts: Bringing fishing vessels and fishermen to foreign waters to illegally exploit seafood; organizing brokerage, intervention, and ransoming fishing vessels and fishermen illegally detained by foreign countries; and subjects with violations related to IUU fishing activities. The police force must also strengthen inspection, detection, and strict handling of organizations and individuals using, trading, storing, and transporting illegal fishing gear and equipment or consuming aquatic products originating from IUU fishing activities.

The Chairman of the Provincial People's Committee requested Directors of relevant Departments, branches, forces and Secretaries and Chairmen of People's Committees of coastal communes and wards to seriously organize and implement these tasks.
