Social criticism of draft regulations on dumping and sinking of dredged materials

On the morning of October 25, the Provincial Vietnam Fatherland Front Committee held a conference to provide social feedback on the Draft Decision of the Provincial People's Committee promulgating regulations on areas and locations for dumping and sinking of dredged materials from the inland waterway and sea transport systems in the province.

The conference was chaired by Vice Chairman of the Provincial Fatherland Front Committee Pham Van Bay; leaders of relevant departments, branches and representatives of coastal communes and wards attended.

At the conference, representatives of the Department of Agriculture and Environment presented a summary of the draft, which clearly defines the areas and locations where dumping and sinking of dredged materials is allowed; regulations on management and supervision responsibilities, as well as requirements on environmental protection and safety of waterway and sea traffic.

Representatives of Hoa Phat Group Joint Stock Company and Bai Goc Phu Yen Port Joint Stock Company introduced the overview of the areas and locations of dumping at sea.

The delegates focused on debating the suitability of the proposed locations for waste disposal and dumping; assessing the environmental and ecological impacts on the marine environment, the impact on geology, historical relics, and the livelihoods of local people; and requesting clarification on the coordination mechanism between sectors and localities in managing, inspecting, and monitoring dredging and waste disposal activities.

Many opinions suggest that the dumping site should be moved further away; specialized workshops should be organized inviting experts from both within and outside the country to hear more solutions; and further research should be conducted on the practices of other coastal countries, as dumping causes many impacts on the environment, climate change, and ocean currents.

Delegates also suggested considering the effectiveness of sinking versus reuse; ensuring harmony between socio -economic development requirements and the task of sustainable environmental protection.

Representatives of the Provincial Military Command participated in the response at the conference.

Concluding the conference, Vice Chairman of the Vietnam Fatherland Front Committee of the province, Pham Van Bay, stated that the unit would record and compile all feedback to forward to the Provincial People's Committee and the drafting agency, contributing to the completion of the draft, ensuring its feasibility, practicality, and social consensus.
