According to the proposal, from October 11, 2025 to the present, the laboratories designated to test for chemical residues (such as cadmium, Yellow O, etc.) in exported durian products have all temporarily ceased operations for maintenance and system upgrades.
This happened right when Dak Lak province was in the peak of its durian harvest season, which is expected to last for another 20-30 days.

The temporary suspension of laboratory operations has caused a series of serious consequences. Specifically, businesses have been unable to complete the testing and certification procedures for export shipments as required, resulting in nearly 2,000 containers of durian being stranded in factory warehouses, during transportation, and at border crossings.
Due to bottlenecks in sales, businesses have been forced to temporarily suspend purchasing, causing durian prices on the market to plummet. Many farmers are hesitant to harvest their orchards, leading to the risk of thousands of tons of ripe durians falling and spoiling right in the fields.
This situation is causing enormous economic losses for both businesses and individuals due to increased storage, transportation, and refrigeration costs. Simultaneously, it is causing direct damage through lost production, lost markets, and damage to the export reputation of Vietnamese durian. This is an "exceptionally urgent" issue; if not addressed promptly, it will disrupt the supply chain, destabilize the market, and threaten the entire durian value chain.
Given the urgent situation mentioned above, the Dak Lak Provincial Durian Association requests the Prime Minister, the Ministry of Agriculture and Environment , and the People's Committee of Dak Lak Province to consider and direct the implementation of four main measures.
Specifically: Urgently direct accredited testing laboratories to quickly restore operations, with particular priority given to supporting the Central Highlands - Dak Lak region in the final stages of the season; establish a "fast-track" mechanism for testing durian samples for export during peak periods; consider temporarily authorizing qualified local testing units (assessed by the Ministry of Agriculture and Environment) to maintain the continuity of the production-consumption-export chain; relevant departments and agencies coordinate with the Association to review and compile statistics on damages and issue timely support policies for businesses, cooperatives, and people severely affected.
